SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. AUTHORIZE a General Plan Amendment study for Assessor Parcel Nos. 011-220-
0013/014, located along Bixler Road in the Discovery Bay area,to consider changes in
General Plan land use designation from Agricultural Lands (AL) to a combination of
Single Family Residential — High Density (SH), Open Space (OS), and Parks and
Recreation (PR).
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support or endorsement for the application to amend the General Plan, but only that
this matter is appropriate for study.

None. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan
Amendment study.
BACKGROUND I REASONS FOR RECOMMENDATION
The Department of Conservation and Development is in receipt of a request from William Schrader,
Managing Member, Disco Bay Partners LLC, for a General Plan Amendment study involving Assessor
Parcel Nos. 011--220-013/014, which is a 20 (+/-) acre site located along Bixler Road in the Discovery
Bay area. This 20-acre site is designated Agricultural Lands (AL) under the Land Use Element Map to
the Contra Costa County General Plan, 2005-2020, it is zoned in the A-3: Heavy Agricultural District,and
it is located entirely within the Urban Limit Line. See Exhibit"A"for a copy of letter from Mr. Schrader on
behalf of Disco Bay Partners LLC, requesting the General Plan Amendment study authorization.
As explained in Mr. Schrader's letter, Disco Bay Partners LLC desire to develop and subdivide this 20-
acre site into 68 single family residential lots and reserve approximately five acres for wetlands/recreation
and another one acre for a community park.
The site location, comprised of Assessor Parcel Nos. 011-220-013/014, the subject of the General Plan
Amendment study authorization request, is depicted in the aerial photo and map, respectively, attached
as Exhibits "B" and "C" to this report.
The 20-acre site is bordered on the north by Discover Bay West Village I, bordered on the east by
Newport Drive, and bordered on the west by Bixler Road. A high tension electrical power line and
easement traverse the two parcels comprising Assessor Parcel Nos. 011-220-013/014. There are no
other structures on the site. The site's soil is clay based,classified as Sacramento clay,alkali,and shown
as Class IV soills under the USDA Soil Survey of Contra Costa County(meaning that land is suitable for
occasional cultivation but there are major limitations if irrigated water is unavailable). The most current
aerial photographs of the site strongly suggests that it is has been disced on occasion but has remained
fallow for sometime. Taken together, the non-prime soil conditions (major limitations unless irrigated
water is available), high tension electrical power lines, and close proximity to an existing residential
neighborhood in Discovery Bay, suggest there are limited options for extensive agricultural production on
the site. Staff believes that the request for a General Plan Amendment study to consider the re-
designation of the subject site to a combination of single family residential, open space, and recreation
uses is reasonable because the site is located inside the Urban Limit Line and has limited prospects for
agricultural production. Staff recommends that the General Plan Amendment study be authorized.
Authorization for this study, however, does not imply support or endorsement for the application to
amend the General Plan, but only that this matter is appropriate for study.

Dear Mr. Barry:
After recent discussions with county staff, we request the Board of Supervisors consideration of a General Plan
Amendment study authorization for the 20 acres bordered by Newport Drive and Bixler Road in the Town of
Discovery Bay. This 20 acre property is comprised of Assessor Parcel Nos. 011-220-013/014. The property is
designated Agricultural Lands (AL), zoned A-3: Heavy Agricultural District, and it is located inside the Urban
Limit Line. The General Plan Amendment study would consider the re-designation of the 20 acres to a
combination of land uses, including single-family residential, open space and park
Our vision for the project includes approximately five acres of wetlands recreation and an acre of community use,
which we have shown as a community dog park. We believe the highest and best use for the property is
residential single-family homes...in concert with the adjacent uses. Our current planning shows 68 lots ranging is
size from 5,405 to 12,175 s.f., with an average of 6,130 s.f. We believe the target market for the project to be
move-down buyers interested in a leisure lifestyle. Our goal would be to include a substantial number of single-
story homes in this development.
After direction by staff, over the past eighteen months we have worked with the Army Corp of Engineers to
review the environmental aspects of the property. We have received a confirmed biological delineation map from
the Army Corp of Engineers.
Lastly it is our understanding the Board has authorized a General Plan Amendment study for a 46 acre parcel
approximately a half mile south of our property between Bixler Road and Newport Drive. We would entertain
joining with this property owner on any environmental work needed for the review.
