SUBJECT: Approval of Interagency Agreement#74-191-6 with West Contra Costa Unified School District 1
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Interagency Agreement #74-191-6 with West Contra Costa Unified School District, a public
agency, in an amount not to exceed $105,000, to provide wraparound services to Severely Emotionally
Disturbed (SED)children for the period from July 1, 2008 through June 30, 2009.
FISCAL IMPACT•
This Contract is funded 50% by Federal Medi-Cal, 47% by State Early and Periodic Screening, Diagnosis, and
Treatment(EPSDT), and 3% Mental Health Realignment(Required County Match).
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For
and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and"Communities that are Safe and
Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in
positive social and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS).
BACKGROUNDIREASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides child-family team facilitators and
other wraparound services to families of children with serious emotional and behavioral disturbances; facilitates
multi-agency collaborative service delivery; and minimizes the need for crisis services and involvement with the
Juvenile Justice System.
On June 26, 2007, the Board of Supervisors approved Interagency Agreement #74-191-5 with West Contra
Costa Unified School District for the period from July 1, 2007 through June 30, 2008, for the provision of
wraparound services to SED children.
Approval of Interagency Agreement #74-191-6 allows the Agency to continue providing services through June
30, 2009.
