CHATMAN, County Probation Officer J., N� =`s Costa DATE- July 8, 2008 County sr�-coux SUBJECT: Fiscal Year 2008/09 Juvenile Justice Crime Prevention Act (JJCPA) Funding SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: C05 ADOPT Resolution No. 2008/ �60 approving and authorizing the County Probation Officer, or designee, to apply for and accept funds from the State of California, Corrections Standards Authority in the amount of $2,957,231 to continue programs designated under the Juvenile Justice Crime Prevention Act (JJCPA) Program for fiscal year 2008/09. FISCAL IMPACT: $2,957,231; 100% State Revenue. The fiscal year 2008/09 allocation represents a $328,581 reduction in funding from the fiscal year 2007/08 level. The fiscal year 2008/09 adopted budget assumes funding at the fiscal year 2007/08 level-, therefore, further service reductions will be necessary to compensate for this decrease in revenue. This funding is subject to change, pending the final state budget for FY 08/09. The signing of this agreement will not change that, but will enable the Probation Department to continue receiving funding. BACKGROUND: The State of California Corrections Standards Authority, pursuant to the Juvenile Justice Crime Prevention Act (Schiff-Cardenas Crime Prevention Act of 2000, AB 1913) as signed into law by the Governor of the State of California on September 7, 2000, is providing a total allocation of $106,852,500 to enable local government units to develop and implement a Comprehensive Multi-Agency Juvenile Justice Plan. Contra Costa County's allocation for this purpose is $2,957,231 . The Juvenile Justice Crime Prevention Act requires that the local Juvenile Justice Coordinating Council be chaired by the County Probation Officer and that the Comprehensive Multi-agency Juvenile Justice Plan developed by this body be approved by the Board of Supervisors. Funding from the Juvenile Justice Crime Prevention Act (JJCPA) will allow Contra Costa County to maintain funding for significant children's services. Funding through JJCPA for fiscal year 2008/2009 will allow for the continuation of many of the programs established during the initial year of the grant. Although the program budget has been reduced by 10% for fiscal year 08/09, the reduction will be managed through decreased allocations for the evaluation component, the purchase of supplies/equipment and contracts with community based organizations. The following summarizes the programs proposed for continued funding under JJCPA as well as those programs/services reduced due to revenue shortfall: I. Deputy Probation Officers in High Schools Program Initially funded through Challenge Grant I, the Deputy Probation Officers in High Schools Program has been continued the past six years with funding from JJCPA. The high school program places probation officers in selected high schools and special necessary schools to provide supervision and intervention services for juvenile offenders and other at-risk youth. The program stresses collaboration among schools, police agencies and Probation to provide supervision and treatment services for youth. It is proposed that the High School Program remain fully staffed for FY 08/09; II. Deputy Probation Officers in Middle Schools Program The Deputy Probation Officers in Middle Schools Program has been based on the high school model to provide intensive supervision for offenders and an array of early intervention and preventative services for at-risk youth. This program was initiated during the first year of JJCPA funding. It is proposed that the Middle School Program remain fully staffed for FY 08/09; III. Community Probation Program Continued JJCPA funding will allow the eight probation officers currently out-stationed in various police agencies throughout the County to continue their focus on high risk youth, at-risk youth and chronic offenders. The Deputy Probation Officers implementing this program work non-traditional hours and collaborate closely with police agencies, schools and community-based organizations to help prevent offending behavior and provide appropriate accountability. It is proposed that the Community Probation Program remain fully staffed for FY 08/09; IV. Orin Allen Youth Rehabilitation Facility (OAYRF) Aftercare It is proposed that the aftercare program at the OAYRF be continued at the FY 08/09 level. Three Deputy Probation Officers will continue to provide close supervision and support to minors for 90 days after their graduation from the OAYRF program; 3 V. Fee for Service Funding For FY 07/08, funding for treatment was $150,000. BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby authorizes County Probation Officer Lionel D. Chatman, or the Chairperson of the Board of Supervisors, to submit and/or to sign Contra Costa County's application for approval for the County's Comprehensive Multi-agency Juvenile Justice Plan and related contracts, amendments, or extensions with the State of California; and ASSURES that the County of Contra Costa's Comprehensive Multi-agency Juvenile Justice Plan has been developed, reviewed and provided to the Corrections Standards Authority in a format determined by the Corrections Standards Authority; and ASSURES that the County of Contra Costa Board of Supervisors and the Juvenile Justice Coordinating Council have reviewed and approve the County's Comprehensive Multi-agency Juvenile Justice Plan; and IDENTIFIES the following individuals as members of the Contra Costa County Juvenile Justice Coordinating Council: Federal Glover, Chair, Board of Supervisors David Coleman, III, Public Defender Robert Kochly, District Attorney Joe Ovick, County Superintendent of Schools Warren Rupf, Sheriff-Coroner James Rose, Chief of Police, City of Pinole, and representing the Police Chief's Association Joe Valentine, Employment & Human Services Dept Taalia Hasan, Executive Director, Youth Service Bureau Brian Lindblom, Chair, Juvenile Justice-Delinquency Prevention Commission AGREES that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. ASSURES that the County of Contra Costa will adhere to the requirements of the Juvenile Justice Crime Prevention Act (Chapters 353 and 475 of the Government Code) and the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, regarding the submission of the Comprehensive Multi-agency Juvenile Justice Plan application or revision, investment of allocated monies, including any interest earnings, expenditure of said funds, and the submission of required reports to the Corrections Standards Authority.
