SUBJECT: APPROVE AND AUTHORIZE the Blackhawk Geologic Hazard Abatement District (GHAD)
General Manager, Richard D. Short, Kleinfelder West,Inc., or designee, to execute a contract with IQ
Construction for on-call construction observation and maintenance services, Danville area.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE AND AUTHORIZE the Blackhawk GHAD General Manager,Richard D. Short,Kleinfelder West,Inc.
or designee, to execute a contract with IQ Construction in an amount not to exceed $120,000, to provide on-call
construction observation and maintenance services to the GHAD,for the period July 1,2008 through June 30,2011,
Danville area.
FISCAL IMPACT:
There is no impact on the County General Fund. The Blackhawk GHAD is funded 100%through revenues
assessments levied on properties within the boundaries of the Blackhawk GHAD.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The Blackhawk GHAD conducts an annual Major Projects Repair and Capital Improvements Program to repair
large landslides and repair or replace drainage deficiencies that may have occurred and been previously temporarily
stabilized.
Construction Observation:
Annually,during execution of the Major Projects Construction Program the Operations Manager requires additional
outsourced construction observation and project close-out assistance to facilitate an extraordinarily active
construction program schedule, or a uniquely intricate project element that requires uninterrupted observation.
The Blackhawk GHAD conducts an active Preventive Maintenance Program annually to reduce the risk of geologic
hazards within the District. The Preventive Maintenance Program includes the monitoring and maintenance of
hundreds of assets such as slope inclinometer sites,horizontal drain sites,piezometer sites,sub-drain outlet sites and
soil moisture monitoring sites.
Preventive Maintenance:
The Blackhawk GHAD annually contracts for scheduled asset maintenance including;Inclinometer sites;Horizontal
Drain Sites,Piezometer Sites; Subdrain Outlets and Soil Moisture Montitoring Sites.In addition,when appropriate
additional installations of these monitors are installed associated with;known slope movements;high risk areas and
incipient landslides; and as part of a preventive maintenance program or specific study.
It is necessary to contract skilled resources to assist the GHAD in monitoring and maintaining existing facilities,
including special parts fabrication, and the installation of new sites.
Additionally, the GHAD annually contracts with local contractors to provide emergency response assistance to
temporarily stabilize geologic hazards as they occur.
The response team of contractors and consultants for the GHAD also must cooperate with and work along side other
emergency response teams from other agencies within the District(eg: The Homeowners Association—Emergency
Response Center(EOC) and the local Sheriffs Department., etc) during mutual assistance response conditions.
CONSEQUENCES OF NEGATIVE ACTION:
Without Board approval, the District would not be able to carry out its mandate to prevent, mitigate and/or
repair geologic hazards, putting properties and improvements at additional risk.
