Short, Kleinfelder West, Inc., or designee, to execute a contract with Dover Construction for on-call maintenance services, Danville area. (Blackhawk GHAD Funds) (District III) Project No.: 7760-6X5147 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE AND AUTHORIZE the Blackhawk GHAD General Manager, Richard D. Short, Kleinfelder Inc. or designee, to execute a contract with Dover Construction in an amount not to exceed $160,000, to provide Preventative Maintenance Services to the GHAD,for the period July 1,2008 through June 30,2010,Danville area. FISCAL IMPACT: There is no impact on the County General Fund. The Blackhawk GHAD is funded 100% through revenues assessments levied on properties within the boundaries of the Blackhawk GHAD. (Blackhawk GHAD Funds) (District III) Project No.: 7760-6X5147 DATE: August 5, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Blackhawk GHAD annually contracts for scheduled asset maintenance including;the maintenance and annual cleaning of 12.23 miles of concrete interceptor ditches. B-58 interceptor ditches and drainage systems are an integral system designed to control surface water drainage,primarily in open space areas, and protect down slope properties by collecting and conveying surface water runoff away from improved properties. It is necessary for the GHAD to contract this cleaning and maintenance work annually as an element of its Preventive Maintenance Program. Additionally, the GHAD annually contracts with local contractors to provide emergency response assistance to temporarily stabilize geologic hazards as they occur. Certain maintenance contractors are asked to participate in GHAD emergency responses as Level 1 Responders.A Level 1 Responder is contractually obligated to respond to GHAD emergencies in accordance with an escalating schedule. • Response Level 1 —Mobilize within 24 hours • Response Level 2—Mobilize within 4 hours • Response Level 3 —Mobilize onsite within 2 hours The response team of contractors and consultants for the GHAD also must cooperate with and work along side other emergency response teams from other agencies within the District(eg:The Homeowners Association—Emergency Response Center(EOC) and the local Sheriffs Department., etc) during mutual assistance response conditions. Dover Construction has provided preventive maintenance construction services for the Blackhawk GHAD and has substantial value to the District in the institutional knowledge of GHAD field assets and District logistical challenges. CONSEQUENCES OF NEGATIVE ACTION: Without Board approval, the District would not be able to carry out its mandate to prevent and mitigate geologic hazards, putting properties and improvements at additional risk.
