Short, Kleinfelder West, Inc., or designee, to execute a contract with Cagwin & Dorward Landscape Contractors, for landscape restoration services, Danville area. (Blackhawk GHAD Funds) (District III) Project No.: 7760-6X5147 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE AND AUTHORIZE the Blackhawk GHAD General Manager,Richard D. Short,Kleinfelder West,Inc. or designee, to execute a contract with Cagwin & Dorward Landscape Contractors in an amount not to exceed $26,002.00,to provide landscape restoration services to private property located within the GHAD, for the period April 1, 2008 through June 30, 2009, Danville area. FISCAL IMPACT: There is no impact on the County General Fund. The Blackhawk GHAD is funded 100% through revenues assessments levied on properties within the boundaries of the Blackhawk GHAD. (Blackhawk GHAD Funds) (District III) Project No.: 7760-6X5147 DATE: August 5, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: During a heavy rain event on March 27, 2006 a landslide occurred on the slope behind 38 Rosewood Court. Mobilized landslide debris overtopped an existing concrete retaining wall at the rear of the property and deposited several hundred cubic yards of slide debris within the landscaped back yard of the property at 38 Rosewood requiring immediate mitigating actions by the GHAD to control the slide and prevent advancement of the debris into the residence. Impacted during the event was an existing decorative waterfall and intensively landscaped areas behind the residence. In September 2006,consulting engineers produced repair schemes including conventional excavation of the failed area and rebuilding the slope with drained engineered fill. Construction repair work was commenced on October 10,2006. In an effort to recover and reuse sufficient on-site soil to rebuild the slope, additional damage was sustained to the existing downslope landscaping. The existing waterfall,buried in slide debris sustained irreparable damage as did adjacent landscaping during the operation.This operation was necessary to facilitate the repair and alternative methods, including harvesting nearby material and importing new material were deemed economically impractical. On December 7, 2007 an estimate from Cagwin & Dorward was received which enumerated and quantified the replacement of plantings, irrigation and lighting destroyed or damaged during the landslide event or subsequent repair work. This restoration work is to be funded in accordance with Section VI-H "GHAD Funding or Reimbursement for Damaged or Destroyed Structures or Site Improvements".Pursuant to Section VI-H not greater than 10% of the construction repair costs will be allowed under this provision. Construction repair costs totaled $283,910.74*. * Administrative costs, including engineering services estimated at 25% of construction costs. CONSEQUENCES OF NEGATIVE ACTION: Without Board approval, the District would be unable to fully restore the site and would not be fullfilling a tenet of its Plan of Control allowing for this restoration work.
