DETERMINE that the 20-40 Hilton Court Emergency Watershed Program Streambank Repair project is a California
Environmental Quality Act(CEQA) Statutory Exemption, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a$50 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project.

FISCAL IMPACT:
The estimated project cost is $166,000 funded by Natural Resources Conservation Service (75%), and the
homeowners at 20 &40 Hilton Court. (25%).
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The purpose of this project is to repair and stabilize the existing Las Trampas Creek bank in order to prevent the
failure of the bank that threatens two homes at 20 and 40 Hilton Court. As a result of the December 31, 2005
and January 1, 2006 storm events, the properties at 20 and 40 Hilton Court along Las Trampas Creek in Walnut
Creek area were severely damaged. Heavy rains and high flows caused erosion resulting in loss of vegetation
and creek bank saturation which caused soil structure collapse. A 100-feet long crack developed at the top of the
bank threatening the houses and properties. Repair and stabilization of the creek bank is critical to prevent the
failure of the bank and to protect the properties.
The project is being funded by the Natural Resources Conservation Service (MRCS) Emergency Watershed
Program (EWP). The Emergency Watershed Program provides technical expertise and funding for construction
to restore the properties to the level of risk that existed prior to the disaster. The EWP requires the local
municipality to sponsor the project. Contra Costa County is acting as the local sponsor and is therefore Lead
Agency under CEQA.
The proposed project, located in unincorporated Walnut Creek, consists of the installation of vegetated rock slope
protection (20 Hilton Court) and the construction of a vegetated modular block wall (40 Hilton Court).
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

The project will not have a significant effect on the environment. The
recommendation is based on the following: The project consists of the repair of
facilities damaged as a result of a disaster in a disaster stricken area in which a state of
emergency has been proclaimed by the Governor pursuant to the California Emergency
Services Act.

GENERAL CONSIDERATIONS:
1. Location: This Project is located at Hilton Court, along Las Trampas Creek near the
southwestern edge of the City of Walnut Creek in Contra Costa County(Fig.1).
2. Project Description: The purpose of this project is to repair and stabilize the existing
Las Trampas Creek bank in order to prevent the failure of the bank that threatens two
homes. As a result of the December 31s" 2005 and January 1", 2006 storm event, the
properties at 20 and 40 Hilton Court along Las Trampas Creek in Walnut Creek area
were severely damaged. Heavy rains and high flows caused erosion resulting in loss of
vegetation and creek bank saturation which caused soil structure collapse. A 100-feet
long crack developed at the top of the bank threatening the houses and properties. Repair
and stabilization of the creek bank is critical to prevent the failure of the bank and to
protect the properties.
The project consists of the installation of vegetated loose rock riprap and a vegetated and
precast concrete block wall (Loffelstein wall or equivalent) to prevent further erosion to
the existing stream bank and protect two homes located adjacent to the creek.
At 20 Hilton Court, 40 feet of vegetated rock slope protection will be installed. A three
foot deep keyway will be dug in the stream invert. The rip-rap will extend approximately

10 feet from the toe of slope, when measured along the slope. The rip rap will be
vegetated with willows at the toe of slope and grass and sedge plugs at the top of slope.
A portion of a tree trunk (that fell into the creek during the flood event) and portions of
an old pipe and wire revetment fence will also be removed.
At 40 Hilton Court, 72 feet of vegetated block wall will be installed. A 3 foot wide, by 3
foot deep L-shaped concrete footing will be trenched into the stream invert. The
vegetated block wall will tie into the existing gabion wall on the upstream end and the
native soil streambank at the downstream end. The wall will be approximately 10 feet
high and the slope will vary to match the existing gabion wall and the streambank
downstream. To stabilize the end blocks of the vegetated block wall, the voids between
the edges of the blocks will be filled with a low slump, low strength grout material at
each end of the wall. The precast concrete blocks are shaped like a drawer, with a hollow
area in the middle that can be planted. The hollow areas inside the block wall and
between the blocks will be filled with native soil removed to construct the keyway and
cut-off wall. The slope above the modular wall will be transitioned at a 6:1 slope back
into the existing streambank. The soil-filled hollow areas of the block wall, the slope
above the block wall, and all disturbed upland areas will be hydroseeded with a mix that
includes native grass and forb seeds.
Access to the streambed will be provided along the side yard at 40 Hilton Ct. between the
garage and fence. Selective clearing of existing small trees and shrubs for a 15 ft width
above the existing gabion basket wall is also needed for access to the creek. Four trees —
three natives (2 CA black walnuts, 1 buckeye) and one non-native — will be removed.
The native trees will be replaced at a 3:1 ratio and the non-native tree will be replaced at
a 1:1 ratio. Excavated material from the streambed will be disposed of off-site and/or be
used as in-fill for the concrete blocks and rock slope protection.
Real property transactions may be necessary in support of this project.

property exist within the counties of Alameda,Alpine, Amador,Colusa,Ccntra Costa, Fresno,Kings,San Luis Obispo,Santa Cruz,Shasta,
and Tulare,as a result of a series of severe rainstorms that commenced on December 19,2005.The series of storms brought unusually
heavy rains that caused flooding,mudslides,the accumulation of debris,washed out and damaged roads,and the less of human life.The
demands of the storm exceed the capabilities,services,personnel,equipment,and facilities of these counties.Under the authority of the
Califomia Emereency Services Act,set forth at Title 2,Division 1,Chapter 7 of the California Government Code,commencing with section
8550, 1 hereby proclaim that a State of Emergency exists within the counties of Alameda,Alpine,Amador, Colusa.Contra Costa,Fresno,
Kings, San Luis Obispo,Santa CrLz,Shasta,and Tulare.
Pursuant to this proclamation, I hereby direct all agencies of the state government to utilize and employ state pe-sonnei,equipment,and
facilities for the performance of any and all necessary activities to alleviate this emergency as directed by my Office of Emergency Services
and in accordance with the State Emergency Flan. I direct the implementation of standing orders numbers one and three to ensure adequate
state staffing to expedite disaster response and recovery efforts.
I FURTHER DIRECT that as soon as hereafter possible,this proclamation be filed in the Office of the Secretary of State and that widespreac
publicity and notice be given of this proclamation.
