SUBJECT: Report from Private Industry Council on the
Urban Business Development Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Take no action on the request of the Council for Northeast Economic Action
for funds to implement an urban business identification system in Contra Costa County.
2. Request the County Administrator to summarize the issues relating to economic
development and prepare a report to the 1985 Internal Operations Committee on what
issues are still outstanding and what actions should be taken on the whole subject
of economic development.
3. Direct the County Administrator to schedule a workshop with the Private Industry
Council in the near future to discuss the whole subject of economic development and
the Private Industry Council 's role in economic development.
4. Remove this item as a Committee referral .
BACKGROUND:
The Board of Supervisors referred to our Committee a report from the Executive Director,
Private Industry Council , on the urban business identification system which was developed
by SRI International in conjunction with the Council for Northeast Economic Action.
This system counts existing business firms by type of industry in order to determine
which industries have an over-supply of firms; which have an under-supply, and which
are in appropriate balance. The cost of the project was estimated at $70,000 to $75,000.
A scaled-down study could be conducted for perhaps $20,000 to $25,000.
Our Committee met with representatives of the Private Industry Council to review their
report to the Board. The Private Industry Council does not feel it is appropriate for
them to utilize federal funds to fund the entire study. Our Committee also believes
that the proposed study is not a sufficiently high priority to warrant the expenditure
of County General Funds at this time.
The representatives from the Private Industry Council indicated that an application may
be made for Community Development Block Grant funds, Our Committee is, therefore,
recommending that no action be taken to fund the proposed urban business identification
system at this time.
Of far greater concern to our Committee, however, is the need for the Board of Supervisors
to define its role in economic development and then to work with the Private Industry
Council in defining an appropriate role for the Council in economic development.

or so, we believe it is necessary for .the County Administrator to summarize
the current status of economic development activities and provide recommendations
to the 1985 Internal Operations Committee on what actions the Board should .take
in this regard.
In addition, our Committee is suggesting that the Board schedule a workshop
with the Private Industry Council on economic development in the near future
so that we can jointly determine the respective roles which the Board and the
Private Industry Council should undertake in this area.
