RECOMMENDATION: 0
APPROVE and AUTHORIZE the County Administrator or his designee to execute contract
amendments, effective August 31, 2008 to extend the term from August 31, 2008 to September
30, 2008 with no change in the original payment limits -For the Safe Havens- Supervised Visitation
and Safe Exchange grant program as follows-

BACKGROUND:
I On September 14, 2006 the County was notified of its $349,811 award under Safe Havens
funding from the U.S. Department of Justice, Office on Violence Against Women. Contra Costa
County is using this initial Supervised Visitation award to collaborate with the Superior Court of
California, STAND! Against Domestic Violence, Community Violence Solutions, and Bay Area

BACKGROUND Continued:
Legal Aid to implement the Zero Tolerance Access & Visitation program (ZTAV), an innovative
program model to assist low-income, under represented families impacted by domestic violence,
child abuse, sexual assault, and stalking. The program is designed to address many of the
challenges encountered by supervised visitation centers across the nation and will utilize a multi-
agency approach to increase visitation and exchange between non-custodial parents and their
children while preserving the safety of victims and the children.
The Office of the County Administrator serves as the lead agency and is responsible for
administrative and fiscal oversight of the project. Project partners are: Bay Area Legal Aid (Bay
Legal), a community based legal services agency; City of Richmond Police Department; City of
San Pablo Police Department; Community Violence Solutions (CVS), a community-based sexual
assault/child abuse service agency; Contra Costa County Probation Department; STAND! Against
Domestic Violence (STAND!), a community-based domestic violence agency; and the Superior
Court of California, County of Contra Costa.
