with Seneca Residential and Day Treatment Center for Children
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract Amendment Agreement 474-220-5 with Seneca Residential and
Day Treatment Center for Children, a non-profit corporation, effective May 1, 2008 to amend
Contract #74-220-4, to increase the payment limit by $335,512, from $1,699,534 to a new
payment limit of$2,035,046, with no change in the original term of July 1, 2007 through June 30,
2008 and no change in the six-month automatic extension through December 31, 2008, in an
amount not to exceed $849,767.
)F'ISCAI.IMPACT:
This Contract is funded 32%by Federal FFP Medi-Cal, 30%by State Early and Periodic Screening,
Diagnosis and Treatment (EPSDT), 18% by Individuals with Disabilities Education Act (IDEA/SB
90), and 20% by the Mount Diablo Unified School District.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On January 9, 2008, the Board of Supervisors approved Novation Contract #74-220-4 with
Seneca Residential and Day Treatment Center for Children, for the period from July 1, 2007 through
June 30, 2008, which included a six-month automatic extension through December 31, 2008, to
provide school and community based mental health services for Seriously Emotionally Disturbed
students in the Mt. Diablo Unified School District and their families.
Approval of Contract Amendment Agreement #74-220-5 will allow the Contractor to provide
additional services through June 30, 2008.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT AMENDMENT—Seneca Residential & Day
Treatment Center Contract# 74-220
STATEMENT OF NEED FOR RETROACTIVE APPROVAL
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a program to provide School-based services to students at Riverview
and Pleasant Hill Middle Schools who are classified as MediCal or AB3632. This program provides
Intensive and Rehab day treatment, and outpatient services to Seriously Emotionally Disturbed
children and adolescents (and their families) in order to prevent higher levels of care that may
include residential placement.
Seneca Residential &Day Treatment Center has been providing Mental Health services to Contra
Costa County children and youth under Contract number 74-220 since January 1, 2004. Referrals
into the program are provided by Mt. Diablo Unified School District. An increase in referrals to
their program has necessitated an increase in their contract limit amount.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow for the Contractor to continue providing
services to eligible clients who are part of the certified class mandated to receive them.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director,pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act, W&I Section 5608.
