SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept the
2008 State Homeland Security Grant Program
ADOPT Resolution No. 2008/559 11fi;
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a 2008 State of
California, Governor's Office of Homeland Security Grant in an amount not to exceed $ 2,256,607 to
prepare for and respond to critical. incidents, and natural and man-made disasters, for the period of
January 1, 2008 through December 31, 2008.
2. ADOPT Resolution No. 2008/559 appointing members to the Contra Costa Anti-Terrorism Approval
Body and designating and authorizing specified officials to execute 2008 State Homeland Security Grant
documents.
FINANCIAL IMPACT:
No County Costs. $2,256,607: 100% State. The State Homeland Security Grant Program is a State pass-
through of Federal funding. CFA #97.667'
BACKGROUND:
On July 25, 2008 the United States Department of Homeland Security (US DHS)/Federal Emergency Management
Agency (FEMA) announced final award allocations for all programs included in the FY 2008 Homeland Security
Grant Program (HSGP).
State Homeland Security Grant Program (SHSGP)
State Homeland Security Grant Program/Law Enforcement (SHSGP/LE)
Urban Areas Security Initiative (UASI)
Metropolitan Medical Response System (MMRS)
Citizen Corps Program (CCP)
The FY 08 HSPG provides approximately $1.7 billion to States, Territories, and Urban Areas to enhance their
capabilities to prevent, protect against, respond to, and recover from terrorist attacks, major disasters, and other
emer(yencies. Contra Costa County is eligible for$2,256,607. of this allocation through the Governor's Office of
Homeland Security.
80 percent of the program's funding is awarded to each of the State's 58 operational areas for the benefit of all
first responders in the County. The remaining 20 percent is awarded to State agencies and special projects for
domestic counter-terrorism and all hazard preparedness efforts. Funds distributed within an operational area are
allocated with a requirement that at least 20 percent is invested to support the fire service, law enforcement and
public health sectors. The remaining 40 percent may be allocated at the discretion of the five member grant
coordinating committee as long as the focus meets the federal guidance as allowable investments.

BACKGROUND CONTINUED:
The amount of money awarded to each county operational area is calculated on a minimal "base-plus-
population" formula. Grant funds may be used for specified equipment (e.g. personal protective gear, explosive
mitigation devices, detection equipment, hazmat response equipment, responder gear, etc.), as well as for
training, exercises and planning activities.
The language in the attached resolution is State mandated. The Office of the Sheriff will still need approval of
the Board of Supervisors prior to applying for federal financial assistance provided by the federal department of
Homeland Security and sub-granted through the State of California in the future.

WHEREAS, the County of Contra Costa is applying funding under the 2008 State
Homeland Security Grant Programs; and,
WHEREAS, the Contra Costa Anti-Terrorism Approval Body has been appointed and is
comprised of the following members:`
Dr. William Walker, County Public Health Officer
Chief Keith Richter, County Fire Chief
Chief Jim Parrott, Municipal Fire Chief
Sheriff Warren E. Rupf, County Sheriff
Chief Mark Evenson, Municipal Chief of Police; and,
WHEREAS, the California Office of Homeland Security requires Signature Authority in
order to execute the grant documents, submit progress reports, and request
reimbursement for expenditures;
THEREFORE, BE IT RESOLVED by the Board of Supervisors of Contra Costa County,
that the representatives by title below are hereby designated as Authorized Officials and
are authorized to execute for and on behalf of Contra Costa County, a public entity
established under the laws of the State of California, applications and documents for the
purpose of obtaining financial assistance:
