BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan, and oversight of the One-Stop Career Center system. Under the
Workforce Investment Act, the "Chief Elected Official' (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 39
seats: Business members (20), Education members (2), Labor members (2), Community-
Based members (3), Economic Development members (2), and One-Stop Mandated
Partners (9), and At Large (1). The Internal Operations Committee (IOC) screens all WDB
nominations.
The Internal Operations Committee, at its May August 11 meeting, approved the
nominations for appointment.

This memo brings forth the application of James Smith, East Bay Municipal Utility District to fill
Business Seat #21 . It also brings forth the application of Tom Quinn to fill Labor Seat # 3 and
Michael Aidan to fill Labor Seat #4. Tom is a member of Carpenters' Local 152 and Michael is
a member of IFPTE Local 20.
A. BACKGROUND AND DISCUSSION
The Workforce Investment Act calls for a business majority. Our Board continues to
recruit key leadership to fill these positions. Our bylaws call for various mandated seats
including one specific to each partner mandated under the Workforce Investment Act.
Because these seats are mandated, appointees are consider Ex-Officio" and do not have
term limits.
In order to fulfill the requirements of SB293, our board size has increased to
accommodate 15%labor requirement while still retaining a business majority. This
increases our board,size to 45 members. Of these, 23 are business seats. We presently
have a total of 8 open business:seats. In addition, labor will occupy 15% of the seats,
bringing the total labor seats to seven. We presently have two labor seats filled;
therefore, we have a total of five open labor seats. All other seats are presently filled.
B. CURRENT SITUATION
James Smith is currently the Superintendent of Water Treatment for the East Bay
Municipal Utility District. Jim is presently providing leadership for the water and waste
water districts in the bay area region in their discussions on present and future workforce
issues. Tom Quinn is familiar with workforce boards and is a member of the City of
Richmond WIB. Michael Aidan is involved in workforce planning for healthcare.
C. RECOMMENDATION
Approve the application of Jim Smith, East Bay Municipal Utility District to fill
Business Seat #21; Tom Quinn, Carpenters' Local 152 to fill Labor Seat #3; and
Michael Aidan, IFPTE Local 20 to fill Labor Seat #4.
D. SCHEDULE
If approved these recommendations for appointment will be forwarded to the Board of
Supervisors for final appointment and action.

Dear Mr. Lanter:
I have worked with Mr. James F. Smith at the East Bay Municipal District for the past six
years. Jim has either been my peer or under my supervision during this time. He has
demonstrated exceptional maturity and communication skills. Jim's responsibilities have
included the supervision of the water treatment processes at six potable water treatment
plants. Mr. Smith has effectively utilized his problem-solving abilities and people shills in
numerous situations to handle difficult technical and sensitive personnel issues. He is very.
passionate about his work, and his staff is well-trained and able to carry out their duties at
their top level of performance. Jim is excellent at mentoring his staff and is also a mentor
in EBMUD's Pathways program, which was developed to prepare EBMUD employees to
become superintendents.
Jim has also active]yparticipated in several research projects designed to improve the
quality of source waters in the Bay.Area and nationally. He has published numerous papers
and research reports and is always looking for ways to grow professionally. Currently, he
is working on a project with several utilities in the Bay Area to develop a regional training
program for treatment operators. He is also an adjunct instructor at the Solano Community
College (SCC) where he teaches Introduction to Water Treatment and has been actively
involved in the development of this program.
Mr. Smith is an intelligent, mature, and energetic professional. I would highly recommend
him as a board member of the Workforce Development Board of Contra Costa County.
