HomeMy WebLinkAboutMINUTES - 08122008 - D.1 (2) TO: BOARD OF SUPERVISORS .� CONTRA FROM: Carlos Baltodano, Interim Director of Human Resources COSTA DATE: August 12, 2008. - COUNTY SUBJECT: Total Compensation Status Report SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT the status report from the Human Resources Department on the Total Compensation Study/Survey. -- FINANCIAL IMPACT: The fiscal impact of this request will result in a net county cost of less than$100,000. BACKGROUND: On March 18, 2008, the Board of Supervisors approved a recommendation to develop a plan for calculating, comparing, and disclosing "total compensation" costs and retiree health costs for all County employees. The Human Resources Department was directed to ascertain total compensation costs and retiree health costs from other public agencies in conducting its surveys. The purpose was to develop criteria and a plan to compare the Contra Costa County's total .compensation for its employee classifications with the total compensation paid by the other nine (9) Bay Area Counties. Due to the numerous classifications, it was determined that a consultant was needed to assist with establishing benchmarks.and conducting the study/survey. In May 2008, the Human Resources Department conducted a pilot program analyzing Total Compensation components applicable to the Deputy Sheriff and Deputy Sheriff Recruit classifications. Thereafter, on June 25, 2008, Human Resources Department issued a Request For Proposal for a comprehensive total compensation study. The responses were from Mercer and Hay Group. The Human Resources Department staff have reviewed the responses and finds that there are some differences between the two responses. The differences between the two proposals are in price and in methodology. It appears that the Hay Group response incorporates a more thorough analysis of total compensation with reporting at each step including defining which benefits and salaries are included for survey, type of data to collect and development of template for future survey instruments, SCOPE OF SERVICES Both Mercer and the Hay Group identified the scope of services as follows: I. Identification of Benchmark and Multi Position Classifications II. Analysis of Total Compensation of those benchmark classifications (includes mutual understanding of Total Compensation definitions, requirements, and expectations) Ill. Final Total Compensation Report and spreadsheet revealing results of survey and maintenance recommendations. TIMELINE Mercer: 9-10 Weeks Beginning September Hay Group: 10-12 Weeks Beginning September METHODOLOGY/Work Plan Both respondents will incorporate the following work plan: 1) Project Planning 2) Identification of benchmark and multi-position classifications 3) Total Compensation Study 4) Delivery of preliminary and final written compensation survey.reports COSTS/FEES Mercer: $59,000 $72,000 Hay Group: $78,000 - $99,000 Further .review of the responses will be conducted the week of August 4, 2008 with the consulting firms in order to ensure that the information submitted meets the County's needs. There are several issues that need clarification before a final selection is made. These issues include: the extend of data needed to be supplied by County staff, the merits of face-to-face interviews versus conference calls, training of County staff, and leaving a template and database for future total compensation surveys. After this review is complete, Human Resources will recommend approval of one of these vendors, and will be able to inform the Board of this selection. f ADDENDUM August 12, 2008 Agenda Item D.1 On this day,the Board of Su'pervisors.considered accepting a report from the Human Resources Department on the status of the Total Compensation Study. Carlos Baltodano, Interim"Director of Human Resources, introduced the item. John Cullen; County Administrator, added that as total compensation information is collected it will be shared with the Board. Supervisor Uilkema commented on the methodology, asking if the information will be cumulative or if it will be able to be broken out to see its benefit components. She added it will be important to break out and view the information. Mr. Baltodano responded that the information will be viewable various ways within a matrix. The Chair called for public comment and the following people spoke: Jim Bickert, Deputy Sheriff Association, addressed the release of'total compensation data on the County's website, saying the Supervisors have already gone above and beyond in providing data, and for the Contra Costa Times to request specific employee names along with the current information is an act of hubris. . Rollie Katz, Public Employees Union, Local #1, said he wasn't sure that benefit numbers could provide an accurate apples to apples comparison to other counties because of other variables. Supervisor Bonilla asked if the result of the study/survey will be a useful program that employees in Human Resources can use. Mr. Baltodano responded that yes, we will receive a software package that we can continue to use from this point on. He noted that staff training on the software is part of the contract. Supervisor Uilkema suggested that as the effort progresses, a report be made back to the Board to ensure that the product is going to be a useful, ongoing, modifiable tool for the County to use. By a unanimous vote with none absent, the Board of Supervisors took the following action: Accepted the Status Report on the Total Compensation Study/Survey.
