HomeMy WebLinkAboutMINUTES - 12111984 - 2.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on Decemberll, 1984 , by the following vote: ---------- AYES: Supervisors Powers , Schroder , McPeak , Torlakson, and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Interim School Facilities for Oakley and Liberty School Districts In accordance with the instructions of the Board on October 9, 1984, the County Administrator submitted a report advising of his review of the current interim school facilities account balances of Liberty and Oakley School Districts , and the Districts' past and proposed use of funds . (A copy of that report is attached hereto and by reference incorporated herein . ) The County Administrator submitted five recommendations as set forth in the report . Dean P . LaField , representing the Building Association of Northern California, 1280 Boulevard Way #211 Walnut Creek , suggested several modifications to the proposed recommendations . Dean J . Bettker , representing Liberty Union High School District , 850 Second Street , Brentwood , expressed concern relative to the formula for allocating funds to a school district . Joyce Mandesian, representing the Oakley Union School District , spoke on the immediate need to relieve the overcrowded conditions in Oakley schools and what is being done in an attempt to mitigate this problem. Leonard Gerry, School Board member , Liberty Union High School District , 2 Balfour , Brentwood , indicated that there was no agreement from his Board as to how these monies should be spent . Board members considered the comments and agreed to approve the County Administrator's recommendations with certain amendments . Therefore , IT IS ORDERED that Recommendations Nos . 3, 4 , and 5 are APPROVED as submitted . IT IS FURTHER ORDERED that Recommendation No . 1 is amended to read "retain the existing interim school facilities fee of $700 per bedroom (not to exceed $1 , 100 per dwelling unit) for the unincorporated area of the County contained within the Oakley, Brentwood , Knightson , and Byron Union Elementary School Districts and the Liberty Union High School District , as established by Resolution number 84/623 with the understanding that the fee will be reviewed in the future to determine if a fee modification is warranted by circumstances at that time ." IT IS FURTHER ORDERED that Recommendation No . 2 is amended to read "encourage the Oakley and Liberty Districts to fina- lize negotiations on revisions of the current fee split of Oakley- 55% and Liberty-45% to a fee split of Oakley-66% and Liberty-33% • Additionally, staff is REQUESTED to monitor the outcome of the nego- tiations .and review the fee structure pertaining to Byron School District and Liberty Union High School District ." �'.:..-�t • .nr+�?•y.i+._,e rc.::T�_..Z trite:andcm-cet copy of Or.
