MITIGATION FUNDS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPROVE and AUTHORIZE FY 2008/09 Keller Canyon Landfill Mitigation allocation plan in the
amount of $1,354,907 for specified projects.
2. AUTHORIZE the Deputy Director — Redevelopment to execute the appropriate agreements
necessary to provide services as approved by the Board of Supervisors.
FISCAL IMPACT:
The FY 2008/09 budget.provides funding to support the recommended allocations. Approval of the
allocation plan will result in no additional budgetary impact.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Over the last several months, Supervisor Glover and his staff have been reviewing the applications
submitted for FY 2008/09 funding. The proposals were evaluated for consistency with the service
categories approved by the Finance Committee in FY 2003/04:

The Supervisor has concluded that the following projects totaling $1,354,907 should be funded as
follows:
1. AdvanceCamp Inc. $890
Funding will support AdvanceCamp an annual event held to continue education and advancement
for scouts ages 11-17 from all over Contra Costa County. Registration is between $10 & $15
depending when application is received.
2. A-maze-ing Solutions- Money Management' $5,874
Funding supports assistance to low-income residents of East County with activities related to
managing money and the effective handling of personal finances. Every client is interviewed
before a budget ledger is developed to identify each individual's specific needs.
3. _Ambrose Recreation & Park District—Teen Center $3,560
Funding will provide a variety of activities in a safe place for teens to drop in and socialize
weekdays from 3:00 - 6:00 p.m. with their peers and be mentored by teen coordinator.
4. Antioch Historical Society - Museum History Tours $2,225
Funding will provide bus transportation to all 3rd & 4th grade history students from 14 elementary
schools to the museum to study local and state history.
5. Antioch Music Foundation - Concert for Kids $4,450
Funding will provide music students (elementary, middle and high school) from Antioch the
opportunity to experience a live orchestra concert by the San Francisco symphony.
6. Antioch Rivertown Jamboree — Bingo In The Park $ 3,560
Funding will support the one day outdoor event to include such games as Bingo, Chess,
Checkers, Bunco, special games for kids and teens, entertainment, food and prizes.
7. Arts & Cultural Foundation of Antioch, ACFA—Art 4 Schools $7,120
Funding will support a partnership with the Antioch Unified School District to provide artists and
art education for curriculum based art classes for elementary students.
8. Arts & Cultural Foundation of Antioch ACFA - Free Children's Summer Concerts $3,560
Funding will support partnership with organizations to provide 5 free summer concerts with music
targeted at 0 -10 year olds and their families at Prewett Park Community Center.
9. Bay Area Legal Aid - East County Domestic Violence Legal Services Project $7,120
Funding will support low-income domestic violence victims with legal assistance including: legal
advice, counsel, referrals, restraining order assistance, and representation.
10.Bay Point All Star Cheerleading $8,010
Funding will provide underprivileged children of the Bay Point community with mentors teaching
self-esteem, self-awareness, community involvement and a healthy way to keep active.
11.Brentwood Agriculture Land Trust— Buy Fresh, Buy Local $2,670
Funding will support marketing program to educate consumers about the benefits and availability
of healthy, locally grown fruits and vegetables.
12.Brighter Beginnings-Antioch First Five-Teen Parenting Groups $3,115
Funding will support teen parenting groups that include parent-child activities to teach teen
parents how to understand child development and provide a forum for hands-on learning.
13.California Network, Building Community Youth Internship Project $13,350
Funding will support a paid internship for job skills training of multi-media careers. Students will be
trained in video & editing, photo & editing, public relations, writing, interviewing techniques, and
multi-media internship/careers..,
14.Center for Human Development- Community Forums $7,1.20
Funding will support the Bay Point Partnership's fifth Annual "Unity in Community" celebration.
15.Center for Human Development - Empowerment Program $ 4,450
Funding will support the East County Youth Violence Prevention Project's Empowerment Program
which is a community level HIV prevention and youth advocacy program serving lesbian, gay,

bisexual, transgender, and questioning (LGBT&Q) youth and their straight allies age 22 and
under.
16.Child Abuse Prevention Council Newborn Connections $6,675
Funding will support Newborn Connections post partum, in home services for monolingual,
Spanish-speaking mothers in eastern Contra Costa County, who would not be seen by other in
home social services agencies.

17.City of Oakley, Park & Recreation Department-Youth Empowerment $4,450
Funding will empower youth and teens within home, schools, and the community by providing
safe and fun opportunities.
18.City of Oakley - Oakley Police Department— Freedom High'School SRO $20,000
Funding provides a School Resource Officer at Freedom High School whose typical duties
includes investigation and follow up of all criminal cases occurring on campus or involving
students.
19.City of Pittsburg, Recreation Department— Black Diamond Blues Festival $7,120
Funding will supportPittsburg Recreation.Department's annual Black Diamond Blues.Festival.
20.City of Pittsburg, Recreation Department— Every Day Is a Special Day $3,560
Funding will support collaboration with the Pittsburg Unified School District producing a program
for children with special needs so that they have every opportunity to participate in recreation
programs with no limitations.
,2 1.City of Pittsburg, Recreation Department— Fun, Fellowship and Food $1,780
Funding supports attempt to provide seniors the opportunity for socialization, physical activity and
good nutrition by partnering with!,the C.C. Cafe to host six dances in.combination with the lunch
program.
22.City of Pittsburg, Recreation Department- Summer Youth Corp. $8,678
Funding will provide structured'activities, development of work experience, jot; ethics, community
pride, commitment and volunteerism for Pittsburg youth between the ages of 12-16.
23.Community Violence Solutions Stepping Stone.Counseling Center $13,350'
Funding supports both direct victim services and coordination of all sexual assault response team;
participants' trauma services.
24.Contra Costa County Dept"of Conservation & Development Code Enforcement $100,000
Funding will be subsidized with funding.from the Department of Conservation & Development to
provide one code enforcement inspector for the unincorporated area of Bay Point.
25.Contra Costa.County General Services - East County Beautification $40,000'.
Funding will support program that provides assistance with community clean-ups and roadside
clean-up throughout the unincorporated areas of District V.
26.Contra Costa County Housing Authority - Midnight Basketball League $17,800'
Funding provides an alternative to destructive street life offering young people a mandatory
educational workshop encouraging higher education and employment.
27.Contra Costa County Office of County Counsel - Code Compliance Attorney $108,436
Funding will support, in conjunction with funding from Building Inspection and Redevelopment, the
cost of a Code Compliance Attorney.
28.Contra Costa County Office of the Sheriff— Resident'Deputy $190,000
Funding will support salary!and benefits of one Resident Deputy Officer in Bay Point fora total of
40 hours each week.
29.Contra Costa County Office of 1the Sheriff— School Resource Officer ' $190,000,
Funding will support salary and benefits of a uniformed School Resource within the school to
establish a safe environment and promote the positive development of Bay Point youth.
30.Contra Costa County Office of the Sheriff— Holiday Dinner and Toys $ 3,560
Funding will support the annual Holiday Dinner and Toy Giveaway, sponsored by the Contra
Costa County Office of the Sheriff, providing a free dinner and toy giveaway, from Santa to needy
families in the Bay Point area.

31.Contra Costa County Probation Department - East County Juvenile Drug Court $20,000
Funding supports treatment services for east county youth involved in the East County Juvenile
Drug Court Program.
32.Contra Costa County'Public Works - Bay Point Crossing Guards $117,479
Funding supports state approved training, equipment, and compensation for crossing guards at
10 Bay Point intersections. This is the second year of a three year contract.
33.Contra Costa County County Administrator's Office - Zero Tolerance Initiative $10,680
Funding will support production of domestic violence field notebook for law enforcement and
resource brochure for families experiencing DV coupled with specialized training, protocol
development and technical assistance that will increase safety for residents and support
consistent and best practices among law enforcement jurisdictions.
34.Contra Costa County Library - SAT Study Sessions $4,450
Funding will support contract with Princeton Review to conduct nine SAT preparation workshops
at the Pittsburg library for fifteen Pittsburg high school juniors who demonstrate financial need and:
requisite academic aptitude.
35.Contra Costa Health Services — Cali House Youth Shelter $4,450
Funding supports a shelter program in providing critical services to runaway and homeless youth
ages 14-21 in Contra Costa,County. The requested funds will be used to support 15 runaway and
homeless youth from District V.
36.Contra Costa Youth Council - Read to Live Program $17,800
Funding supports the GED program and scholarship program for youth at the Orin Allen Youth
Rehabilitation Facility. "Read to Live" is a one-on-one tutoring program in reading and spelling for
learning-disabled boys, 1.3-18 years old.
37.CCISCO - Pittsburg Day Labor Project $1,800'
Funding will address.one issue identified as a related to the Pittsburg Day Laborers program -
access to a restroom.,,
38.Craft Community, STS Academv - Afterschool Program $17,800
Funding will support after school program that provides students in Pittsburg the opportunity to
receive homework assistance and instructions in Mathematics & English/Language Arts in a safe,
healthy environment from young credentialed teachers.
39.Dear Valley High School PTSA - Challenge Day $4,450
Funding will support an event that attempts to help decrease violence and alienation that youth
face daily by tearing down walls of separation, creating connections•among participants, and
inspiring people to live a life of compassion,,acceptance, respect. .
40.Delta 2000 - East County Nonprofit Library $2,225
Funding will support the East County Library for Nonprofits. This library provides resources and
technical assistance to area nonprofit organizations serving the community.
41.Delta 2000 - Rivertown Resource Center $4,450
Funding will support the purchase of a computer that will be accessible to the users of the
Resource Center and therefore help increase the knowledge of community neighbors,and civic
leaders of the services and free programs offered to East County.
42.Delta Bay Athletics - Pop Warner Football $8,900
Funding supports program to encourage and increase youth participation in football, cheerleading
and dance, ensuring a safe and positive playing environment for all participants. Pop Warner
states it is the only program in the nation that requires its participants to maintain a GPA of 2.0.
43.EBNSBE - Science, Technology, Engineering $4,450
Funding will increase East Bay National Society of Black Engineers Jr. number of minority
students that graduate high school, go to college major in the STEM (Science, Technology,
Engineering and Mathematics disciplines).

44.East County Boys & Girls Club $20,000
Funds will enhance outreach to the most underserved communities of Pittsburg and Antioch by
providing after school services including homework assistance, tutoring, cognitive learning
activities and structured recreational programs designed to improve education.
45.East County Kids-N-Motion $8,010
Funding will assist youth in community battle against serious childhood issues such as obesity,
.diabetes, cultural differences, low self-esteem, teen-pregnancy & possible gang involvement. The
organization is diversifying the classes to include special needs.exercise/dance class, diet &
fitness, and etiquette training.
46.ECNAACP - Back to School $4,450
Funding will support a Back to School BBQ on September 13, 2009 at Prewitt Water Park in
Antioch for families with.school age children (400-700 people).
47.Eddie Hart All In One Foundation -Total Health for Life $8,900
Funding will support program to concentrate on obesity epidemic that is plaguing youth by;
helping kids lose weight, teaching better health and nutritional habits, and teaching the
importance and development of a positive mental attitude.
48.EI Campanil Theatre — Capital Improvements $16,020
Funding will allow EI Campanil Theatre Preservation Foundation to continue the rehabilitation of
the theatre.
49.EI Campanil Theatre- Children's Theatre $1,780''
Funding will support live performing arts programming to a diverse elementary school audience
throughout Eastern Contra Costa County.
50.Family Stress Center- Proud Father Program $3,560
Funding will support Proud father program in offering family assistance and job readiness training
to fathers. The program helps fathers obtain job training that leads to employment opportunities,
parenting skills, anger management, and community college preparation.
51:First Baptist Head Start - Alumni Program $7,120
Funding will provide eighty disadvantage youth between the ages of 12 tol6 employment skills
training during the summer months enhancing future employment growth.
52.Foundation for Change - Moolah Matters $2,670
Funding will support financial literacy program to teach valuable life skills in a camp like format,
with workshops for kids that are"!both fun and educational, while the center theme is surrounding
the basic concepts and principles of money.
53.Give Always to Others -`Community Multicultural Program $4,450
Funding will support multicultural programs to provide diverse activities that will inform and
educate the community and encourage appreciation for the richness and uniqueness of different
cultures.
54.Give Always to Others — Seniors Citizens Center $500.
Funding will support the purchase of a new color printer that'.will be used by students enrolled in
graphic arts and photography classes at the Senior Center.
55.Hapgood Theatre - Student Matinee $5,340.
Funding will assist production of free matinee performances''of live, professional theatre for
District V high school and community college students.
56.Homeless Animals Response Program HARP $4,450
Funding will assist agency in responding to the increased need for pet re-homing assistance due
to the current local economic hardships. One hand will reach out to local shelters, and the other to
families in the community.
57.Jewish Family & Children's Service - Multicultural Senior Project $6,230
Funding will support the collaborative. Multicultural Senior Community Program (MSCP) including
the Senior Appreciation Day Health and Resource Fair, senior support groups, caregiver training
and ongoing bilingual services for underserved low-income Latino seniors residing in. Bay Point
and Pittsburg.

58.Junior Achievement of the Bay Area, Inc. - East Contra Costa $4,450
Funding will support critical economic and life-skill programs that educate and empower 909 at-
risk youth in Pittsburg and Antioch to succeed in the world beyond the classroom.
59.La Clinica De La Raza - 4th Annual Bi-National Health Fair $3,560:
Funding supports the 4th annual Pittsburg Health Fair, which is a part of Bi-National Health Week,'
an annual weeklong series of health promotion and education throughout the US/Mexico.
60.Mt. Diablo Unified School District -,After School Enrichment Programs $17,800
Funding will support Mt. Diablo,CARES After School Program in providing expanded enrichment
opportunities for students in District V. -Implementation of enhanced and specialized interest
classes, assemblies and.fie'Id trips to the Bay Point Garden will support student growth.
F 61.New Connections - Substance Abuse Prevention, Intervention & Treatment $13,350'
Funds support services for`substance abuse prevention education, substance abuse.screening,
and /or group counseling for 300 youth (including youth I juvenile hall and a minimum of 24
sessions of treatment services'for 100 adults..
62.One Day At a Time $7,120.
Funding supports program's dedication to providing opportunities to teens, who are at risk of
becoming involved with gangs,:to improve their lives through social bonding via a supportive
network of peers, while promoting the decision-making skills'necessary to empower today's youth.
63.Opportunity Junction - Job training & Placement $17,800''
Funding supports economic empowering of.the County's low-income, hard-to-serve residents by
offering training, on-the-job;`;experience, support services, job placement, and long-term follow-up.
64.Pacific Community Services Inc: - Diamond City Playhouse,A Raisin In the Sun $3,560
Funding supports the production of a play about an African American family in Chicago, post
World War II, struggling to maintain their dignity in the face of economic, racial and home
ownership issues, to be produced in Pittsburg, California.
65.People Who Care - Hip Hop Car Wash $4,450,
Funding will support the Hip Hop Car Wash that provides a positive alternative for youth highly at7l:
risk of either dropping out of.school or entering the juvenile criminal justice system
66.Pittsburg, Community Emergency Service - PICES $4,450'
Funding will support an emergency food pantry to aid people in a time of need. Supplemental
services are provide_ d at the end of the,month when funds are low or during times when people
are out of work.
67.Pittsburg Creative Arts Building Seat Refurbishing $13,350'
Funding will assist in refurbishing seats in both theatres of the Creative Arts Building, making all
.seats usable by repairing all springs and padding and upholstering all seats with puncture-proof
material.
68.Pittsburg High School - Academic Achievers Association $2,670
Funding will assist Pittsburg High.School Academic Achievers Association to offer an Awards
Ceremony and Luncheon Feld;each semester for grades previously earned. Students do not have
to pay or apply to be a partof this program.
69.Pittsburg National Little League $8,900'
Funding supports lowering'the!cost of registration for the children of Pittsburg to include more
children in the program and keep more children off the streets and out of trouble.
70.Pittsburg Unified School District,— Yosemite Institue, Accept No Boundaries $ 4,450
Funding will support a yearly trip with Yosemite Institute to Yosemite National Park for special
education students and staff,members: The purpose of this trip is to provide personal experience''
with a scientific principle, a's well as encouraging the student's intrinsic motivation.
71.Rotary Club of Pittsburg - Education Committee $8,900.
Funding will provide American Heritage Children's Dictionaries to all third grade students and a
Merriam-Webster Thesaurus to all ninth grade students in Pittsburg in hopes of encouraging a
love of learning and literacy.

72.Service Integration Program - Bay Point Works, Community Career Center $10,680
Funding will support neighborhood-based program that strives to advance the economic well-
being of unemployed, underemployed and "working poor" Bay Point residents, while providing
them with meaningful opportunities to actively engage in the revitalization of their community.
73.Service Integration Program - Bay Point Works, YAP/gap $3,560
Funding supports program to target the children of low-income working parents who live in the
unincorporated community of Bay Point. YAP has assisted these families by offering a structured
program of age-appropriate educational and enrichment activities to young children during.the
four major "gaps" in the school calendar.
74.Soroptimist International of Pittsburg — Merwns ShoppingSree $4,450
Funding will support the partnership between the Soroptimist International of Pittsburg, Mervyns
and the Contra Costa County Social Services Department to serve 100 low income children with
$100 shopping spree at Mervyns for back-to-school clothing and a backpack.
75.Soroptimist International of Pittsburg — Reading Project $ 4,450
Funding will support a multifaceted program which fosters the promotion of literacy throughout the
community of Pittsburg; primarily those needs of the underprivileged segments of our population.
76.Stoneman Village - Dinner Meal 'Program $17,800
Funding will support the dinner meal program at Stoneman Village which is a low income senior
housing facility that provides housing to seniors at least 62 years of age and to persons with
disabilities who are over 18 years of age who need the special design features of a unit to
accommodate persons with disabilities.
77.TODOS UNIDOS, Juntando Generaciones $6,230
Funding will assist project in bridging divides between youth, young adults and adults in East
County. Residents have participated in multicultural programs, events, educational and health
projects in addition.to attending environmental cleanup days, HIV/AIDS events and other
educational and health functions.
78.United Parents Booster Club - Operation Uplift $4,450
Funding assists with the provision of equipment and uniforms for Pittsburg High School Girls
Basketball teams. Additional assistance is offered to other youth athletic teams, music and art
programs. Positive and educational fieldtrips, academic tutoring and college workshops are also
provided.
79.West Pittsburg Youth Football Association Inc. $8,900.
Funding will support the organizational operation of the West Pittsburg Youth Football Program
which provides a safe, healthy environment for children of the local communities. Through athletic
instruction and participation children are thought positive values.
80.WW Ministries Inc. - The Positive Edge $10,680
Funding will support career development for low income women as well as professional clothing
and accessories that assist women in building their self-esteem and improving their opportunities
for economic self-sufficiency.
81.Bay Point Municipal Advisory Committee $10,000
Funding will support advisory council which provides advice and recommendations to the Contra
Costa County Board of Supervisors relative to planning issues and services provided to their area.
These services include, but are not limited to; public health, safety, public works and land use
planning.
82.Bethel Island Municipal Advisory Council $2,000
Funding will support advisory council which provides advice and recommendations to the Contra
Costa County Board of Supervisors relative to planning issues and services provided to their area.
These services include, but are not limited to; public health, safety, public works and land use
planning.
83.Byron Municipal Advisory Council $2,000
Funding will support advisory council which provides advice and recommendations to the Contra
Costa County Board of Supervisors relative to planning issues and-services provided to their area.
These services include, but are not limited to; public health, safety, public works and land use
planning.
84.Discovery Bay Community Service District $2,000
Funding will support advisory council which provides advice and recommendations to the Contra
Costa County Board of Supervisors relative to planning issues and services provided to their area.,

85.Kniahtsen Town Advisory Council $2,000
Funding will support advisory council which provides advice and recommendations to the Contra

Funding will support staff and administration costs to govern the 2008/2009 Keller Canyon
contracts and related tasks.,f
87.District V Office - CCC Youth Summit $5,000
Funding supports a one-day conference offering sports and games, health and life skills classes,
enrichment and civic engagement programs, as well as food & drink and social interaction with
peers.
88.District V Office - Intern $5,000
Funding will support the gathering of data for quality programs receiving Keller Canyon
allocations.
