SUBJECT: Multi-Purpose Senior Services Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt of this report and the letter from Walter Blumst, President,
Advisory Council on Aging, transmitting a copy of the multi-purpose senior services
program application:, and reaffirm the Board's support for said application.
BACKGROUND:
The State has for several years operated eight pilot programs throughout California
to test the viability of a multi-purpose senior service program which attempts to
establish a continuum of community-based services for long-term care as an alternative
to unnecessary or premature institutionalization, normally in a skilled nursing
facility.
During the 1984 Session of the Legislature, AB 2226 was passed. AB 2226, which is
now Chapter 1637, Statutes of 1984, expands the number of pilot projects from eight
(8) to eighteen (18) . The 1984-1985 State Budget contains $10.8 million to fund these
projects.
Based on the long-term care pilot project which was undertaken last year by the Area
Agency on Aging, staff have prepared a multi-purpose senior services program applica-
tion which was forwarded to each Board member by the Advisory Council on Aging.
It is our understanding that the State Administration will be reviewing all of the
applications being submitted and will select from those the top ten (10) to be funded
with the money from AB 2226. Since the Board authorized submission of this application
in October, it would be appropriate to reaffirm your support for this application and
authorize individual Board members, if they wish to do so, to contact members of this
County's legislative delegation, or representatives from the Administration in order
to indicate their support for this application.
