County i SUBJECT: Approval to Submit an Application and Execute a Grant Award Agreement with the U.S. Department of Justice, in Concert with the City of Richmond, for funding of Criminal Justice Programs under the Justice Assistance Grant Program in the Amount of$ 61,735 for the Period October 1, 2008 through September 30, 2011 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the District Attorney to submit an application and execute a grant award agreement,and any extensions or amendments thereof,pursuant to Federal guidelines, and in concert with the City of Richmond,to the Federal Department of Justice for Justice Assistance Grant(JAG)program for funding in the amount of$61,735 for the period October 1, 2008 through September 30, 2011. (Federal funds—No Match required, CFDA #16.738) Authorize the District Attorney to enter into a Memorandum of Understanding with the City of Richmond,required by federal guidelines to implement the program funding. FINANCIAL IMPACT: The$61,735 in funds will support a Police-Prosecutor Liaison Program within the City of Richmond. The District Attorney will serve as the lead agency for the program,and has dedicated the permitted allocation for administrative support to direct service. The grant will fund approximately .3 full time equivalent of a Deputy District Attorney (DDA). The grant funding is available through the federal fiscal year 2008;1 appropriation and must be spent by September 30, 2011. Funding requirements require the establishment of a trust fund in which to deposit the JAG funds. Supplantation is prohibited. Expenditures and revenue for the Countyportion of the grant will appropriated in the fiscal year the funding will be used. No match is required for this program. CONTINUED ON ATTACHMENT: D SIGNATURE. BY: ( "/' �/(/��`�'� DEPUTY SUBJECT: Approval to Submit an Application and Execute a Grant Award Agreement with the U.S. Department of Justice, in Concert with the City of Richmond, for funding of Criminal Justice Programs under the Justice Assistance Grant Program in the Amount of$ 61,735 for the Period October 1, 2008 through September 30, 2011 DATE: July 22, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The federal government has amended Part,E of Title I of the Omnibus Crime Control and Safe Streets Act of 1968 to establish the Edward Byrne Memorial Justice Assistance Grant (JAG)Program. This program includes an allocation available to the City of Richmond to use in concert with the County,pursuant to a Memorandum of Understanding. The District Attorney and the Richmond Police Department secured JAG funding in 2006 and 2007 to enhance its code enforcement program. This will permit the continuation of,thisprogram. The Police- Prosecutor Liaison Program has been designed to work with the Richmond Police Department to improve the quality and prosecutability of criminal cases. The DDA will work in tandem with the Deputy City Attorney assigned to the Richmond Police Department on issues related to the abatement of public nuisances. The DDA assigned to this program will serve as a liaison between the District Attorney's Office and the Richmond Police Department on all issues, with a'special focus on improving the prosecution'of quality of life crimes. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve the recommendation will result in the inability of the District Attorney to apply for and receive Federal funds designated by the Federal Department of Justice for use by Contra Costa County and the City of Richmond.
