HomeMy WebLinkAboutMINUTES - 12111984 - 2.3 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa DATE: December 5, 1984 County SUBJECT: Cost-of-Living Adjustment for Contract Agencies SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Request the County Administrator's Office and representatives from appropriate departments to meet with Social Service, Mental Health, Drug Abuse, Alcohol , and similar nonprofit agency contractors as a part of the preparation of the 1985-1986 budget to consider the issue of the contractor's needs, including the need for cost-of- living adjustments and incorporate in the proposed budget for 1985-1986 any recommendations considered appropriate. BACKGROUND: At the Board meeting on November 27, 1984, Supervisor Torlakson reiterated his concern that the County deal more equitably with nonprofit agency contractors, and that some policy be designed to remedy this situation. Over the past five years or so, it is clear that these contractors, who provide millions of dollars of services to the County and its clients, have not always had an opportunity to express themselves prior to the preparation of the proposed budget. Frequently, any consideration for their needs has been at the last minute, often after the beginning of the fiscal year. This has tended to make the agencies ' budget preparation difficult and has often necessarily resulted in the agencies having to deny any salary increases to their employees even when the County was giving increases to its own employees. We agree that this situation needs to be remedied. The need for earlier consideration of contractor's needs must be dealt with up front so these agencies have a clear idea of what they will receive from the County. We all recognize, however, that the Board of Supervisors cannot legally commit itself or future Boards to appropriations for future fiscal years. There should, however, be a forum in which County staff and the nonprofit agencies with whom the County contracts can openly discuss their needs well in advance of the start of the fiscal year so these needs can be taken into consideration in the preparation of the proposed budget. •A series of meetings involving staff from the County Administrator's Office, appropriate departments, and the affected agencies, should serve to open this process and insure that the legitimate needs of the agencies are considered in the preparation of the budget.
