RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute agreements to accept funding from California Department,of Education for
part-day, full-day and support services related to State Preschool / PreKindergarten
Literacy programs for the period July 1, 2008 through June 30, 2009. (All Districts)

FISCAL IMPACT:
Funding is included in the Department's FY 2008-09 budget. No County costs.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment &'Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The California Department of Education contracts with the County to provide State
Preschool / Pre-Kindergarten Family Literacy program services to program-eligible
families.
Approval of these three (3) agreements will allow the Department to operate State
Preschool programs with PreKindergarten Literacy components which will assist
enrolled children and their families to greater success in their future school years.
