(All Districts) (#29-131-5) FISCAL IMPACT: No County cost. County to receive $563,410 from First 5 Contra Costa Children and Families Commission, Home Visiting Grant. CHILDREN'S IMPACT STATEMENT; The funding for home visiting will support two of the five community outcomes established in the Children's Report Card, 4) "Families that are Safe, Stable and Nurturing", 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families", by providing services for young children to be healthy, ready to learn, and supported in safe, n uring families and communities. The home visiting strategy provides strengths-based home visiting services for expectant parents and families with children birth to age three years. Services are for prenatal, first- time and multiple risk families. 90 % of home visiting services funded by the Commission target families living in neighborhoods in Bay Point, Pittsburg, Antioch, Concord, Richmond and San Pablo, areas where teen birth rates are high and babies are born with low birth weights. The remaining 10% focus on multiple risk factor families living outside the identified geographic areas. The Employment and Human Services Department (EHSD) provides administration and coordination for a home visiting program with prevention and early intervention focus providing families with weekly home visiting services emphasizing infant bonding and nurturing child development, health education and medical care, and information and referral assistance for employment, housing, transportation and childcare. These services can provide significant reductions in child abuse and neglect, and other health and education concerns.
