SUBJECT: Report from Compass Consulting Group
on Contra Costa Health Plan
The Board received the report (dated November 30, 1984)
from Compass Consulting Group providing an analysis of the various
organizational and governance options for the Contra Costa Health
Plan.
Phil Batchelor , County Administrator , advised that it
would be his recommendation to not take any action on the report at
this time pending the appointment of the new Executive Director of
the Contra Costa Health Plan (CCHP ) and the completion of nego-
tiations with the State for a Medi-Cal contract .
Mark Finucane , Health Services Director , concurred with
the recommendation of the County Administrator, and indicated that
delaying action on the Compass report does not indicate lack of
interest for the future of the County Health Plan.
Supervisor Sunne W. McPeak voiced her concurrence with
delaying action on said Plan. She referred to the need to have ade=
quate enrollment in the Health Plan to finance it . Mrs . McPeak com-
mented on the competition between various health plans and the issue
of risk sharing with other hospitals relative to the Medi-Cal
population.
Genelle Lemon, speaking on behalf of the Health Maintenance
Organization Advisory Board , commented on the options available to
the Board and advised that the Advisory Board felt the Health Plan
should become a department of County government with possibly some
quasi governmental status . She suggested that the issue of organi-
zational structure and governance be referred to the Internal
Operations Committee where the options can be further discussed .
Supervisor Nancy C . Fanden advised that she believed the
report should be referred to the Internal Operations Committee
following a workshop that would be held to discuss the options
thoroughly. She expressed concern that the County operated clinics
might be in competition with the Health Plan .
Warren Nelson , CUE , expressed the belief that the CCHP
should remain under the direction of the County and not contracted
with an outside group.
There being no further discussion , IT IS BY THE BOARD
ORDERED that the Compass report is REFERRED to the County Administrator
and the Health Services Director .
IT IS FURTHER ORDERED that a workshop be scheduled to
discuss the options set forth in said report prior to referral to
the 1985 Internal Operations Committee . 00 156
