RECOMMENDATION:
ADOPT Position Adjustment Resolution Number 20595; amend Position Adjustment Number 20554 to change the effective date of
Reclassification for CalWIN Help Desk Specialist(XQTE) [Represented] position number,12246 and On-Site Support Specialist
(XQVD) [Represented] position number 12252 from January 1, 2008 to an effective date of February 2, 2008, as recommended by the
Interim Director of Human Resources.
FISCAL IMPACT:
Upon approval,this action will result in 40%Federal,40%State, and 20%County cost.
BACKGROUND:
The Board of Supervisors approved the establishment and reclassification of the Cal"N Help Desk Specialist and the CalWIN
On-Site Support Specialist classifications. The effective date for the retroactive paywas established at January 1, 2008. This
date adversely impacts two of the incumbents, Ms. Miller and Ms. Wilson because of salary regulations, merit increase, and the
pay they received while in a temporary upgrade to Social Service Program Assistant. Human Resources, Employment and
Human Services department, and Local 1021 do not want the employees to be adversely impacted with an overpayment for the
time period of January 1, 2008 to June 30, 2008. During a meeting held on July 23,12008, Human Resources, Labor Relations,
Employment and Human Services, and the Union Local 1021 it was agreed to return to the Board of Supervisors and request to
amend the effective date of the retroactive pay to February 2, 2008 to alleviate the adverse impact to the employees.
