SUBJECT: Cost of Living Increases for Unrepresented Nursing Classifications
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ADOPT Resolution Number 200- ,&15N providing wage increases for specified management nursing
classifications commensurate with increases being provided to represented staff.
FISCAL.IMPACT: Approximately$228,244 in fiscal year 2008/09 and an additional $183,867 in fiscal
year 2009/10 will be funding through the Enterprise I fund.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On April 8, 2008 the Board of Supervisor approved the Memorandum of Understanding with the
California Nurses Association and adopted Resolution No. 2008/251 which implemented negotiated
wage agreements and other economic terms and conditions of employment beginning February 1, 2008
through August 31, 2009. This agreement provided for wage increases on specified dates.
The attached resolution would apply the same percentage increases effective on the same dates to the
classifications which provide management oversight to the represented classes. These increases will ,
be in lieu of any general salary increases that may be granted to unrepresented management
employees included in the Management Resolution.

SUBJECT: Salary Increases for Unrepresented
Management Nursing Classifications
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its.capacity as governing Board of the
County of Contra Costa and all 'districts of which it is ex-officio governing Board RESOLVES THAT:
WHEREAS, the Board of Supervisors adopted Resolution #2008/251 providing wage increases for nursing
classifications represented by the California Nurses Association as follow; '
July 1, 2008 3% increase in.base rate of pay
February 1, 2009 2% increase in base rate of pay
July 1, 2009 ' 2% increase in base rate of pay
WHEREAS there is a need .to maintain established salary relationships with the nursing managers and
supervisors;
NOW THEREFORE, BE IT RESOLVED that salaries for the job classifications listed in Appendix A will, in lieu,.
of any general salary increases that may be granted for unrepresented management employees for the period
of July 1,2008 through July 1, 2009, receive general salary increases as follows:
July 1, 2008 30/o.increase in base rate of pay
February 1,.2009 2% increase in base rate of pay
July 1, 2009 2% increase in base rate of pay
In lieu of a retroactive pay increase, the County will make a "lump sum payment" to each eligible employee,
not including those who have retired or terminated, without back interest for the period of July 1, 2008 through
and including July 31, 2008, computed as follows:
The employee's regular pay and hourly-based earnings, including overtime pay.and other earnings computed
as a percentage of base pay, will be added together for each applicable pay period to determine an
appropriate pay base. This pay base will be multiplied by 3.0% (three percent).
The product of that calculation will be added to the employee's September 10, 2008 paycheck where it will be
listed separately as "Lump-Sum,.Pay". The "lump sum pay" amount will then be included in the calculation of
the employee's required deductions such as taxes and retirement.
