RECOMMENDATION:
ADOPT Position Adjustment Resolution No. 20588 to cancel one Registered Health Technologist(represented)and add one Medical
Records Technician (represented)in the Health Services Department, Mental Health Division. (Cost Savings) (All Districts)
FISCAL IMPACT:
Upon approval, this action will be offset by,the cancellation of one (1) Registered Health Information Technologist position #11698.
Cost savings of$9,108.00 annually, funded by 100% Mental Health Realignment.

BACKGROUND:
The Registered Health Information Technologist position #11698 assigned to the Mental Health Division was vacated on March 2008
and remains funded and vacant.
In reviewing the organizational and staffing needs for the unit, the department has determined that canceling and adding the above-
mentioned positions would best service the unit's needs at this time. The division currently employs only (4) Medical Records
Technicians to cover 10 program sites. Medical Records Technicians'are needed to assist with the growing medical record workload.
Effective July 1, 2008 the Richmond's Health Clinic outpatient psychiatric services was reassigned back to the Mental Health Division,
including responsibility for medical records of clients. This position will act as a "floating" Medical Records Technician to provide the
additional assistance, back-up and coverage to multiple program sites.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the Mental Health Division's medical records unit will not have the appropriate staff needed for
operational purposes.
