SUBJECT: APPROVE AND AUTHORIZE the Blackhawk Geologic Hazard Abatement District(GHAD)
General Manager, Richard D. Short, Kleinfelder West, Inc., or designee, to execute a contract with
Farallon Geographics, Inc., for Geographical Information System (GIS) services, Danville area.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE AND AUTHORIZE the Blackhawk GHAD General Manager, Richard D. Short, Kleinfelder Inc. or
designee,to execute a contract with Farallon Geographics,Inc. in an amount not to exceed$112,800.00,to provide
Geographical Informational System(GIS)Services to the GHAD,for the period July 1,2008 through June 30,2011,
Danville area. .
FISCAL IMPACT:
There is no impact on the County General Fund. The Blackhawk GHAD is funded 100% through revenues
assessments levied on properties within the boundaries of the Blackhawk GHAD.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Farallon Geographics, Inc. (FGI) has provided ongoing consulting services in the area of web-based Geographic
Information Systems (GIS) and Geographic Positioning Systems (GPS), allowing the District to manage data
collected through a variety of means, including incident responses, repair sites and other District maintained
facilities.
FGI designed and maintained the web-based GHAD GIS site and has become a mainstay in the day-to-day GHAD
operations, and over the years has materially reduced the effects of geologic hazards within the GHAD by
providing:
• Critical access to data and historical site information in emergency response situations.
• Presenting data and trending problems in a way that GHAD management can often respond preemptively to
avert a geologic hazard from occurring.
The GHAD has experienced several impediments to developing interest from other GIS designing and web-hosting
firms including the following:
• The relatively small geographic area of the GHAD district,relative to the significant amount of design and
up-front work needed for a firm to launch a new site.
Is . "Off-the-shelf'programs limited and not sufficiently adaptable to replace the extent of the GHAD's existing
GIS program.
• Limited GHAD budget available to provide for a new site design platform.
• Inherent intricacies in engineering based GIS sites requiring specialized interdisciplinary backgrounds.
FGI maintains on-staff geotechnical and civil engineers as well as IT designers,to facilitate the specific and unique
requirements of a GRAD.
In an effort to promote the District's public communications plan GHAD management is currently working with
FGI to provide public access portions of the website to further develop; import additional mapping layers to the GIS
system to allow a more comprehensive spatial analysis of collected data,and to assist the District in implementing
and managing its GPS systems program.
CONSEQUENCES OF NEGATIVE ACTION:
Without Board approval, access to the existing web-based GIS site would be in jeopardy and would deprive the
District access to time-sensitive and critical data to,use in its operations. It would further inhibit the District's
ability to manage new data and information during its routine operations.
