RECOMMENDED ACTION:
CONDUCT HEARING to accept the Annual Report for County Service Area M-31.
ADOPT Resolution No. 2008/_accepting the Fiscal Year 2008/2009 Annual Report for County Service Area M-
31 (Contra Costa Centre Redevelopment Area) to levy and collect the annual assessments and authorizing the
assessments to be placed on the FY 2008/2009 tax roll.
FISCAL IMPACT:
There is no fiscal impact to the County General Fund. All costs will be covered with revenue from County Service
Area M-31(100%).

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On June 17,2008,the Board of Supervisors adopted Resolution No.2008/422 accepting filing of the Annual Report
for County Service Area M-31 for Fiscal Year 2008/2009 and declaring the intention to levy and collect the annual
assessments,and fixing July 8,2008 at 9:30 a.m.,in the Board Chambers,as the time and place for a public hearing.
The proposed annual levy of assessments benefits all property owners within County Service Area M-31 (Contra
Costa Centre Redevelopment Area)by providing transportation demand services(miscellaneous extended service)
in accordance with Government Code Section 25210.7.
In addition, the annual assessment rates for CSA M-31 are proposed to be increased based upon the prior year's
change in the Consumer Price Index for the San Francisco Bay Area—All Urban Consumers,therefore it is within
the allowable maximum rate set when CSA M-31 was formed. Developed Residential Property will increase from
$54.38 to$55.26 per Unit,and Developed Commercial Property will increase from$0.0957 to$0.0972 per building
floor area.
CONSEQUENCES OF NEGATIVE ACTION:
Without Board of Supervisors' approval, the District would be unable to have the Fiscal Year 2008/2009
assessments collected by the County Tax Collector for the Fiscal Year 2008/2009,and an alternate source of funding
would have to be identified.

WHEREAS, on June 17, 2008, the Board of Supervisors adopted Resolution No. 2008/422 directing the
filing of the Annual Report for assessments for County Service Area M-31. As directed by the Board,the Engineer
of Work has filed the Annual Report.
WHEREAS,on June 17,2008,the Board adopted.Resolution No.2008/422 declaring the Board's intention
to levy and collect assessments to operate and maintain facilities and services within County Service Area M-31 for
Fiscal Year 2008/2009 and setting a public hearing for July 8, 2008 at 9:30 a.m. in the Chambers of the Board of
Supervisors of Contra Costa County Administration Building,651 Pine Street,Martinez, California. Notice of tile
hearing was given in the time and manner required by law.
NOW, THEREFORE, the Board FINDS, DETERMINES and RESOLVES that:
1. A public hearing was held before this Board on July 8,2008 at 9:30 a.m. At the hearing,the Board afforded
to every interested person an opportunity to make a protest, either in writing or orally, and the Board
considered each protest.
2. The Board hereby approves the recommendation of the Public Works Director that the Board levy annual
assessments within the boundaries of County Service Area M-31.
3. The Board hereby ADOPTS the Annual Report and hereby levies the annual assessments to be placed on the
tax rolls set forth therein for Fiscal Year 2008/2009.

County Service Area EM-1 (Zones A and B)
Tentative Report
Fiscal Year 2008-09
County Service Area EM-1 has been established to provide enhanced emergency medical
services as a miscellaneous extended service within two designated zones:
Zone A: Those parcels located within the territory of the San Ramon Valley Fire
Protection District.
Zone B: Those parcels located within Contra Costa County, but not within Zone A,
above.
ASSESSMENTS will be levied on each parcel based upon a formula using the following
factors:
BENEFIT UNIT: A number of BENEFIT UNITS has been assigned to each parcel based
upon the Assessor's Use Code classification. For example, a single-family residence
(Use Code 1 1) is assigned one .BENEFIT UNIT. Parcels with other Use Code
classifications are assigned a number of BENEFl l' UNITS based upon the relative
..benefit from the miscellaneous extended-services provided under CSA EM-1. Exhibit A
is a Table of BENEFIT UNITS showing the number of BENEFIT UNITS assigned
parcels for each Use Code classification.
RATE: The RA'Z'E is the dollar amount of the ASSESSMENT levied per BENEFIT
UNIT. Separate RATES have been established for each zone based upon the
miscellaneous extended services to be provided within that zone.
The formula for calculating the ASSESSMENT on each parcel is as follows:

The RATE which has been established for Zone A is:
$3.94 per BENEFIT UNIT
Exhibit B is the "Zone A - Table of Assessments," showing the ASSESSMENT established for
each parcel according'to its USE CODE. A description of each parcel and the USE CODE
number assigned thereto is.contained in Exhibit C.
The total ASSESSMENTS for Zone A are $212,547.24 based upon 47,103.00 ASSESSED
PARCELS.
Zone B
The RATE which has been established for Zone B is:
$10.00 per BENEFIT UNIT
Exhibit D is the "Zone B - Table of Assessments," showing the ASSESSMENT established for
each parcel according to its USE CODE. A description of each parcel and the USE CODE
number of assigned thereto is contained in Exhibit E.
The total ASSESSMENTS for Zone.B are $4,400,980.00 based.upon 24,729.00 ASSESSED
PARCELS.
