(County Service Area M-31 Fiinds)(District IV) Project No.: 7476-6X5195 DATE: July 8, 2008 PAGE: 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: On June 17,2008,the Board of Supervisors adopted Resolution No.2008/422 accepting filing of the Annual Report for County Service Area M-31 for Fiscal Year 2008/2009 and declaring the intention to levy and collect the annual assessments, and fixing July 8,2008 at 9:30 a.m.,in the Board Chambers,as the time and place for a public hearing. The proposed annual levy of assessments benefits all property owners within County Service Area M-31 (Contra Costa Centre Redevelopment Area)by providing transportation demand services(miscellaneous extended service) in accordance with Government Code Section 25210.7. In addition, the annual assessment rates for CSA M-31 are proposed to be increased based upon the prior year's change in the Consumer Price Index for the San Francisco Bay Area—All Urban Consumers, therefore it is within the allowable maximum rate set when CSA M-31 was formed. Developed Residential Property will increase from $54.38 to$55.26 per Unit, and Developed Commercial Property will increase from$0.0957 to$0.0972 per building floor area. CONSEQUENCES OF NEGATIVE ACTION: Without Board of Supervisors' approval, the District would be unable to have the Fiscal Year 2008/2009 assessments collected by the County Tax Collector for the Fiscal Year 2008/2009,and an alternate source of funding would have to be identified.
