Community Development - CDBG JOHN CULLEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS Auditor- Controller ANYCOUNT ADMINISTRATOR Public Works - Mercurio B , DEPUTY BACKGROUND /REASONS FOR RECOMMENDATIONS Park Development: In November 2005, the Board of Supervisors (Board) approved a request from the Public Works Department to allocate $56,700 in Park Dedication funds to help finance the planning and design costs associated with the proposed development of the Children's Reading Garden park project located at 4191 Appian Way in EI Sobrante. The project consists of installing the following amenities: a play structure, paved walk paths, a friendship globe, a picnic table and several benches, and a small lawn area. All of this work was completed in late 2007. The final component of the project — installing an arbor adjacent to the walking path — is expected to be completed by November 2008. The Public Works Department is requesting an additional $96,600 of Park Dedication funds to help pay for the development of the park. The total cost of the project is $236,400. The following is a summary of the sources and uses: Sources $ 23,900 Workforce Housing Grant $ 53,000 Proposition 12 $ 6,200 Contra Costa County Library $1531,300 Park Dedication Trust Fund $236,400 Total Sources Uses $ 95,265 Planning, Design, and Project Management $1411,135 Construction (including arbor) $236,400 Total Costs The R-9 Committee has approved Public Works' request to access park dedication funds, and there are sufficient funds in the EI Sobrante Park Dedication Trust Fund accounts to meet this request. If approved, the balance in the EI Sobrante area accounts will be approximately $536,000. It is the policy of the County to utilize park dedication funds to meet local park needs. This action is consistent with that policy. Park Maintenance: In March 2002, the County Community Development Department approved Land Use Permit#DP013031 with a condition of approval requiring the applicant to pay $75,000 for "park improvements in the EI Sobrante area." This monetary contribution was in addition to the standard park dedication fees required of the developer and therefore is not subject to the requirements of the County's Park Dedication Ordinance. These funds were deposited into the Park Dedication Trust Fund as an efficient way to keep track of the money. The R-9 Committee has voted to recommend that the $75,000 be used to help fund the maintenance of EI Sobrante Children's Reading Garden park project.
