RECOMMENDATION: .
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute the contracts listed below in an amount not to exceed $140,760 for staff development
training for the period from July 1, 2008 through June 30, 2009 and to authorize a mutual
indemnification clause in each contract.

FINANCIAL IMPACT:
No County cost: Title IV-E funds (100% Federal) (93.658-012); Federal TANF Single Allocation
funds (100% Federal) (93.667).
CHILDREN'S IMPACT STATEMENT:
Staff development training supports three Contra Costa County community outcomes: "Families
that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families."
Through this training, case managers will be better able to connect CalWORKs participants with
job training and opportunities; child welfare can improve supportive intervention and prevention
services for families at risk of child abuse; and the County's adult population will benefit from
enhanced responsiveness of adult services workers.
BACKGROUND:
Training provided by the University of California (UC) Davis to Employment and Human Services
Department (EHSD) meets State regulations that allow public institutions of higher education to
provide in-kind match funding equal to the California Welfare Department's share of costs,
resulting in no expense to the County.
EHSD will continue training with UC Davis extension through related agreements. Contracts
will address EHSD training needs in three areas: Employment Services, Child Welfare, and
Eligibility Worker training.
The University of California Regents request that a mutual indemnification clause be included in
each Contract.
