RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to execute and submit agreements to accept funding from the
California Department of Education for the period July 1, 2008 through June
30, 2009 as follows (No County Match) (All Districts):

California Dept of Education Preschool contracts July 8, 2008
FISCAL IMPACT:
These agreements accept funding from the California Department of Education and are
included in the Department's FY 2008-09 budget. There is no net county cost.
Federal portion for contract 39-801-16 / Federal General Childcare and Development is
$437,135 (CFDA# 93.596). State portion of funding is $9,239,375 aggregate.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
Approval of these agreements will allow continued provision of vital childcare
services to Contra Costa County children and families. The county receives
funds from the California Department of Education to provide state preschool
general childcare services to program eligible County residents.
