BACKGROUND: The Conservation and Development Department has historically utilized the Planner series of classifications to perform professional level urban, transportation, land use, and redevelopment planning for Contra Costa County. The Public Works Department(hereinafter, referred to as PWD) also utilized the Planner series of classifications to perform the professional planning duties specifically related to the projects administered by them. In 1990, PWD created an Environmental Planner classification (single position class) specifically to study the environmental impact of Public Works infrastructure projects. PWD created the class to mirror the Planner III classification, which is the advanced level in the Planner series,with the only exception being that the minimum qualifications were slightlUaltertha , applicants with a specific environmental planning background and education would qualify for the p 'tion. dditionally,the saer III class and the Environmental Planner have always been at the same salary plan and grade. However,due to an administrative oversight,the Environmental Planner was inadvertently excluded from the salary reallocation. In March 2008, PWD had submitted a request to the HR Department to establish a new Environmental Analyst series because the scope of the Planner classification did not fully meet the needs of the department.The Planner classification was only responsible for the initial environmental assessment and with the increasingly stringent environmental regulations; PWD needed a job classification that provided the full scope of environmental review and mitigation versus just the initial environmental assessment.Additionally,the positions in PWD applied for, negotiated, and obtained regulatory permits pursuant to various Federal and State environmental regulations for county projects and were responsible for participating in all aspects of project development from conception to completion. Due to the aforementioned responsibilities, PWD needed incumbents that possess the specialized knowledge of natural resources,water and wildlife issues as well as having specific experience in the areas of environmental impact mitigation;therefore, PWD established the Environmental Analyst series. As part of this reorganization,the Environmental Planner classification was slated to be abandoned once PWD had a classification that better served their needs and the Department's intent was to transfer the single incumbent of the Environmental Planner classification to the parallel Environmental Analyst I II classification. However, a transfer was not possible since the salary of the Environmental Planner was no longer within five percent of the Planner III and Environmental Analyst III,thus no longer meeting the criteria for a transfer.The salary should have been reallocated back in September 2007 along with the Planner classifications and this would have allowed the incumbent to transfer. Due to this salary discrepancy, Human Resources is recommending to reallocate the salary of the Environmental Planner so that we can transfer the incumbent to the appropriate Environmental Analyst III classification. Once the transfer has taken place.the Environmental Planner classification will be abandoned.
