SUBJECT: Redevelopment Agency Funding of Housing Rehabilitation Loan Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
As the Governing Board of the Redevelopment Agency, APPROVE and AUTHORIZE the
Redevelopment Director to execute a Project Agreement and Work Program with Contra
Costa County, with a payment limit of $3 million and a term of July 1, 2008 to June 30, 2009
for implementation of the Redevelopment Housing Rehabilitation Loan Program for the
Redevelopment Project areas in Montalvin Manor, North Richmond, and Rodeo.
As the Board of Supervisors, APPROVE and AUTHORIZE the Interim Director, Department of
Conservation and Development, or his designee, to execute a Project Agreement and Work
Program with the Contra Costa County Redevelopment Agency, with a payment limit of $3
million and a term of July 1, 2008 to June 30, 2009 for the implementation of the
Redevelopment Housing Rehabilitation Loan Program for the Redevelopment Project areas in
Montalvin Manor, North Richmond, and Rodeo.
FINANCIAL IMPACT:
None. No General Funds would be utilized. Redevelopment Housing Set-Aside funds from
Montalvin Manor ($780,000), North Richmond ($500,000), and Rodeo (1.72 million) will be
utilized for the program. Portions of North Richmond's and Rodeo's Housing Set-Aside funds are
budgeted for a prospective Multi-Family Housing Rehabilitation Program and will be under a
separate contract with the Contra Costa County Housing Authority.

BACKGROUND: r
The Redevelopment Agency's Plans for the Redevelopment Project areas of Montalvin
Manor, North Richmond, and Rodeo, call for the establishment of a Homeowner Housing
Rehabilitation Loan Program as part of the overall affordable housing programs of the
Contra Costa Redevelopment Agency (Agency). The Agency's Housing Rehabilitation
Loan Program would meet many of the Agency's goals, including the elimination of blight,
the elimination of substandard buildings, preservation and enhancement of residential
neighborhoods, and the expansion, improvement, and preservation of the supply of
affordable housing.
Currently the Neighborhood Preservation Program (NPP), under the Building Inspection
Division of the Department of Conservation and Development, operates a County wide
program that is primarily funded with Community Development Block Grant funds to help
low- to moderate income households rehabilitate their homes. NPP staff would administer
for the Agency the prospective Redevelopment Housing Rehabilitation Program and
implement a programmatic approach for owner-occupied housing rehabilitation projects
within the County's Redevelopment project areas. NPP staff would utilize budgeted
Agency funds for general administration of the Redevelopment Housing Rehabilitation
Program as well as ' to fund loans for respective rehabilitation projects within the
Redevelopment Project areas in Montalvin Manor, North Richmond, and Rodeo.
At this time, due to other project area priorities, the Redevelopment Project Area in Bay
Point does not have funds budgeted for the prospective program. The project area in Bay
Point: will be added to the program when project area funds are budgeted for the program
in tho future.
