Emancipated Youth.

APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with First Place for Youth, in an amount not to exceed
$790,000 to continue to provide Transitional Housing Assistance for Emancipated
Youth for the period July 1, 2008 through June 20, 2009.
FISCAL IMPACT:
$790,000, No County Costs: $781,750; State Transitional Housing Program - Plus
Funding
$8,250; Federal System of Care Grant CFDA #93.670

SUBJECT: CONTRACT WITH THE FIRST PLACE FOR YOUTH FOR
TRANSITIONAL HOUSING ASSISTANCE FOR EMANCIPATED YOUTH.
Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self
Sufficient'; 4)"Families that are Safe, Stable and Nurturing"; and 5)"Communities that are
Safe and Provide a High Quality of Life for Children and Families." This is accomplished
through providing safe housing and support to assist youth while transitioning from foster
care to independent living.
BACKGROUND:
First Place for Youth provides Transitional Housing Program (THP) — Plus support
services to emancipated foster youth up to age 24 who have been referred by the
Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce
the availability of THP — Plus funds to counties who were interested in providing
transitional housing services to emancipating foster youth. The State THP — Plus
program funding provides for 100% cost reimbursement for providing transitional
housing services.
In collaboration with Children and Family Services and the University of California,
Berkeley School of Social Welfare, contractor will provide outreach services to engage
emancipated youth to participate in an Emancipated Youth Survey research project.
$8,250 of Federal System of Care Grant funds will be utilized to fund the survey project.
