RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and!Human Services Director, or designee, to
execute a contract with Aspiranet, a Non-Profit Corporation, in an amount not to exceed
$1,534,626 for the period July 1, 2008 through June 30, 2009.
FISCAL IMPACT:
$1,534,626: 21% County Funding; 35% Federal Targeted Case Management Funding (93.778);
44% State First Five Commission and Contra Costa Futures Grant.

SUBJECT: Contract with Aspiranet, a Non-Profit Corporation, to Provide Welcome
Home Baby Support Services
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and ;5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing support to first time mothers to
ensure newborns are provide a safe and nurturing environment.
BACKGROUND:
Aspiranet, formerly Moss Beach, Inc., will have a fiduciary relationship to the Welcome Home
Baby Program (WHB), with responsibilities of fiscal administration including human resource
management, while EHSD will remain the primary lead for program decisions and expansion.
The Welcome Home Baby program provides up to three years of home-based services to
families and their first newborn babies. Family Support Specialists visit the families in the home
and complete a set of core activities in vital areas known to be related to healthy child
development and optimal family functioning. Areas of focus include primary medical care, family
planning, developmental delays, post-partum depression, parent education, substance abuse,
domestic violence, literacy, basic needs and social isolation.
