SUBJECT: Oakland Private Industry Council for Contracting and Pay Agent Training Vendor

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce
Development Board, to execute a contract with the Oakland Private Industry Council in an amount not to exceed
$578,484 for contracting and pay agent training vendor services for the period July 1, 2008 through June 30, 2009.
FISCAL IMPACT:
$578,484: 100% Federal Workforce Investment Act Funds (All districts)
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1)"Children Ready for
and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families," by assisting with training and employment services.
BACKGROUND:
The EASTBAY Works Consortium, of which the Workforce Development Board of Contra Costa (WDB) is a member,
selected OPIC, a member organization, to serve as procurement and pay agent for training vendors on behalf of all
EASTBAY Works partner agencies. OPIC is responsible, on behalf of WDB, for contracting with and paying training
vendors providing Workforce Investment Act(WIA) related job and skills ining to clients served by WDB. (18-020-14)
