RECOMMENDATION:
ACCEPT the Family and Children's Trust Committee (FACT) recommendation for second-year contract
funding resulting from Request for Proposal (RFP)#1093 as listed below AND APPROVE AND
AUTHORIZE the Employment and Human Services Director, or designee, to contract with the following
agencies in the total amount of$230,000, for services as set forth in the agency responses to RFP #1093 for the
period of July 1, 2008 through June 30, 2009:

FISCAL IMPACT:
$230,000 Child Abuse Prevention, Intervention and Treatment(CAPIT), 100% State. (All Districts)
CHILDREN'S IMPACT STATEMENT:
The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School",
"Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self
Sufficient", "Families that are Safe, Stable and Nurturing", and "Communities that are Safe and Provide a High
Quality of Life for Children and Families"by delivering a combination of therapeutic, educational, and
supportive services. Expected program outcomes are: reduced child abuse and neglect; reduced incidences of
domestic violence and sexual assault; improved community awareness of child abuse/neglect issues and
reporting procedures, and improved parental knowledge and understanding of child development and
appropriate parenting practices.
BACKGROUND:
The Family and Children's Trust(FACT) Committee undertook a needs assessment process, including a survey
of County service providers, meetings with key child abuse/neglect stakeholders and public meetings to develop
the service strategies and priorities for Request for Proposal (RFP)#1093 and the Board of Supervisors
approved release of this RFP in March 2007.
Funds were made available for culturally and linguistically appropriate evidence-based parent education
programs; family violence intervention services; multilingual, multicultural family counseling services
coordinated with higher-level mental health services, and:supportive school-based services for teen parents
including child care, parenting and life skills education and mentoring.
The above projects were recommended by the FACT Committee for funding and approved by the Board of
Supervisors for Fiscal Year 2007-2008. The FACT Committee has conducted programmatic and financial
monitoring of the projects this year and determined that each has met or exceeded the goals established for their
contracts and has performed admirably under the terms of the contracts.
The FACT Committee, therefore, recommends continued funding in the same amounts for the second year. A
needs assessment process will be undertaken in the Fall of 2008 in preparation for the release of a new RFP
soliciting child abuse and neglect prevention and early intervention services for FY 2009-2010.
