Fiscal Year(FY) 2008-2009 Funding for Contract(s) from the

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
I. ACCEPT the Family and Children's Trust Committee (FACT) recommendation for
fiscal:year (FY) 2008-2009 funding for contract(s) from the Childcare Affordability
Funds.
II. APPROVE AND AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with the Contra Costa Child Care Council in an amount
not to exceed $250,000 for parent-choice child care subsidies for families with open child
welfare cases and homeless families where the provision of child care could prevent out-
of-home placement, maintain a stable relative-caregiver placement, or improve the
development of homeless children for the period of July 1, 2008 through June 30, 2009.

CHILDREN'S IMPACT STATEMENT:
The contract will support all five of the community outcomes: "Children Ready for and
Succeeding in School", "Children and Youth Healthy and Preparing for Productive
Adulthood", "Families that are Economically Self Sufficient", "Families that are Safe,
Stable and Nurturing", "Communities that are Safe and Provide a High Quality of Life for
Children and Families" by providing high-quality, safe, and affordable childcare through
subsidy payments. The outcome is a stabilization of the family unit and the provision of
opportunities for individuals to obtain and maintain unsubsidized employment.
BACKGROUND:
In February 1997, the Board of Supervisors (BOS) approved a recommendation from the
Family and Human Services Committee (FHS) that the Family and Children's Trust
Committee (FACT) be responsible for establishing priorities for the use of Childcare
Affordability Funds and recommending to the BOS those agencies and contract amounts
to be supported with the funds.
Staff to the FACT Committee met with the FHS to provide the annual Childcare
Affordability Report and discuss a funding strategy for FY 2008-2009. At that time,
following FACT's recommendation, the FHS directed FACT to undertake a Request for
Proposal (RFP) process to select contractor(s) for FY 2008-2009.
Following a review of the 2006 FACT Needs Assessment process and the "Contra
Costa County Child Care Needs Assessment and Status of Children and Families 2006
through 2015" report, it was determined that the highest priority for services was "the
provision of parent-choice child care subsidies for families with open child welfare cases
and for homeless families with children where the provision of child care could prevent
out-of-home placement, maintain a stable relative-caregiver placement, or improve the
development of homeless children".
RFP#1101 was released via newspaper announcements, website posting, and direct
contacts in March 2008. One response was received from the Contra Costa Child Care
Council. Following a thorough technical and financial review by FACT Committee
members, the Committee voted unanimously to recommend approval of the contract
with the Contra Costa Child Care Council to the FHS Committee.
FACT staff presented this recommendation to the FHS Committee May 2008 for FY
2008-2009. The recommendation was approved by FHS for transmission to the full
Board of Supervisors for final approval.
