Approve and authorize the IIealth Services Director, or his designee (Donna Wigand) to execute on behalf of the
County, Contract ##74-199-6 with Contra Costa Association for Retarded Citizens, a non-profit corporation, in an
amount not to exceed $426,937, to provide Wrap-Around, Day Treatment, and Mental Health services for high risk,
delayed, or emotionally disturbed children at the Lynn Center, for the period from July 1, 2008 through June 30,
2009.

This Conti-act is funded 29% by Federal Medi-Cal, 29% by State Early and Periodic, Screening, Diagnostic and
Treatment(EPSDT), and 42%by Proposition 10.
CIIII.DREN'S INiPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and
Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide
a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive
social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS)
and placement at discharge to a lower level of care..
B,kCKGROUNDAZEASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides Wrap-Around and other mental
health services to young children with serious emotional and behavioral disturbances, and their families, who have
not had access to these services previously. This intensive mental health Support is intended to reduce out of home
placernents and the need for restrictive or specialized educational settings in kindergarten.
On September 18, 2007, the Board of Supervisors approved.Contract #74-199-5 with Contra Costa Association for
Retarded Citizens, for the period from July 1, 2007 through .lune 30, 2008, for the provision of Wrap-Around, Day
Treatment, and Mental I Iealth services for high risk, delayed, or emotionally disturbed children at the Lynn Center:
Approval ol'Contract#74 :199-6 will allow the Contractor to continue providing services through.tune 30, 2009.
