SUBJECT: Juvenile Probation and Camps Funding Program Agreement
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION
RECOMMENDATION: =
ADOPT Resolution No. 2008/t53T approving and authorizing the County Probation Officer, or
designee, to execute an agreement with the State of California, Corrections Standards Authority
(CSA) in the amount of $4,044,154 for the Juvenile Probation and Camps Funding (JPCF) program,
including any extensions or amendments thereof.
FISCAL IMPACT:
$4,044,154; 100%State Revenue.The fiscal year 2008/09 allocation represents a 10%reduction in
funding from the fiscal year 2007/08 level. The fiscal year 2008/09 adopted budget assumes funding
at the fiscal year 2007/08 level; therefore, further service reductions will be necessary to compensate
for this decrease in revenue. This funding is subject to change, pending the final state budget for FY
08/09. The signing of this agreement will not change that, but will enable the Probation Department
to continue receiving the funding with one less program than called for by the previous agreement.
BACKGROUND:
In order to meet its target for cost reduction in the FY 08/09 County budget process, the Probation
Department proposed to eliminate the Juvenile Community Service Program (a.k.a.Weekend Work).
This proposal was included in the County Administrator's recommended budget and is reflected in the
budget that was adopted by your Board for the County.
Each year the Probation Department enters into an agreement with CSA regarding the JPCF
Program. The agreement specifies the programs that will be funded and the amount of funding for
each. If, in a particular year, a program is to be added or deleted, CSA requires that a new Board
Resolution be adopted which authorizes the Department to enter the new agreement at the increased
or reduced service level. The elimination of the Juvenile Community Service Program activates this
requirement for FY 08/09.
CONSEQUENCE OF NEGATIVE ACTION:
Negative or no action on this resolution would result in the loss of revenues that su port critical
department programs.

SUBJECT:. Juvenile Probation and Camps Funding ) Resolution No. 2008/,, 538
WHEREAS the Board of Supervisors of the County of Contra Costa desires to
continue to participate in the Juvenile Probation and Camps Funding (JPCF)
Program administered by the Corrections Standards Authority(hereafter referred to
as CSA), and
WHEREAS the Probation Department has prepared a budget for the expenditure of
JPCF funds in the amount of $4,044,154 in its programs for the Orin Allen Youth
Rehabilitation Facility and the Home Supervision/Juvenile Electronic Monitoring
Program, and
WHEREAS the Probation Department has eliminated the Juvenile Community
Service Program from the array of services that it provides,
NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the
County of Contra Costa., Lionel D. Chatman, is authorized to sign on behalf of the
Board of Supervisors, the JPCF Program Agreement with the CSA, including
amendments thereof as required by State guidelines.
BE IT FURTHER RESOLVED that the county agrees to abide by the statutes
governing the JPCF Program as well as the terms and conditions of the Agreement
as set forth by the CSA, including the retention of financial records substantiating
claimed expenditures and the submission of Semi-Annual Progress Reports.
