SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT STATE PRESCHOOL
AGREEMENT WITH CALIFORNIA DEPARTMENT OF EDUCATION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE.the Employment & Human Services Director, or
designee, to execute and submit an agreement to accept funding from the
California Department of Education in an amount not to exceed $627,227 for
the period July 1, 2008 through June 30, 2009. (No County Match) (All
Districts)
FISCAL IMPACT:
This agreement accepts funding from the California Department of Education and is
included in the Department's FY 2008-09 budget. There is no net county cost.
100% State funding (CPRE 8031)

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." -These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
Approval of this agreement (State # CPRE 8031 / CCC # 39-817-2) will allow
continued provision of vital childcare services to Contra Costa County
children and families. The county receives funds from the California
Department of Education to provide state preschool general childcare
services to program eligible County residents.
