RECOMMENDATION:
RE-APPOINT Susan Heckly and Brett Morris (addresses on file) to the At Large #3 and #4
seats, respectively; and Jeffrey Skinner (address on file) to the At Large Alternate seat on
the Fish and Wildlife Committee, each to new terms ending February 28, 2010.
BACKGROUND:
The Fish and Wildlife Committee was established in December 1994 to advise the Board of
Supervisors on fish and wildlife issues within the County including enforcement of fish and
game laws, and to make recommendations for the expenditure of funds from the Fish and
Wildlife Propagation Fund. The Fish and Wildlife Committee comprises ten appointees of
the Board of Supervisors: one nominated by each Supervisor, and four At Large seats plus
one Alternate nominated by the Internal Operations Committee.
The Internal Operations Committee, at its July 7 meeting, approved the nominations.

SUBJECT: Recommendations of the Fish and Wildlife Committee to the Board of
Supervisors' Internal Operations Committee regarding Appointments to the Fish
and Wildlife Committee
The Fish and Wildlife Committee("FWC")has nine regular positions and one alternate position. Of
these 10 total positions, five are nominated by individual members of the Board of Supervisors,and
five are At-Large positions nominated by the Internal Operations Committee of the Board of
Supervisors(including the"Alternate to At-Large"seat).Two At-Large seats and one Alternate to At-
Large seat have expired. The Fish and Wildlife Committee (FWC) met on April 16, 2008, to
consider a recommendation to the Board of Supervisors' Ad Hoc on filling the two At-Large seats
and one Alternate to At-Large seat on the FWC.
In March, solicitations to accept applications from the public were sent out. Seven new applications
were submitted by March 31, 2008, including the three that were submitted by the members whose
seats expired on February 28, 2008(Brett Morris,Susan Heckly and Jeff Skinner).Two applications,
which were submitted within the last 18 months, were also eligible for consideration. Nine
applications are attached to this memo.
The FWC reviewed all nine applications on April 16th and decided to recommend to the Internal
Operation Committee Susan Heckly [7 ayes, 1 abstention (Heckly)] and Brett Morris [7 ayes, 1
abstention (Morris)] for the vacant At-Large seats; and Jeff Skinner [7 ayes, 1 abstention
(Skinner)] for the vacant Alternate to At-Large seat.

Education/Background: I was a UC Berkeley Extension Continuing Education Specialist until 2001: 1
developed and managed programs in Environmental Air Quality, Solid Waste, Site Remediation,
Hazardous Materials and California Water and Resources Management. These programs were

Community Activities: I now serve as a Trustee for the Contra Costa Mosquito and Vector Control

many years, I have ridden horses throughout the trails in the East Bay hills. I am currently developing

Special Interests: I am especially interested in native wildlife and habitat restoration. This came about

Special Interests: I have fished the Delta and Northern California rivers for over 40 years. I know

Experienced in the locations and movements of stripped bass, sturgeon, salmon, steelhead, and
other species native to the area. Other interests include collector car and truck restoration, sports,

Education/Background- I am a lifelong resident of Contra Costa County and currently live in Martinez
with my wife and three kids. I have a AA degree from Diablo Valley College as well as a certificate of
completion in Environmental Hazardous Materials Technology. I am currently enrolled and pursuing
a certificate in the California Water Management and Ecosystem Restoration program through U.C.

Concord, Martinez and Pleasant Hill
