BACKGROUND: The Board established the In-Home Supportive Services (IHSS) Public Authority Advisory Committee in March 1998. In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Implementation Team Findings and Recommendations, including recommendations regarding Advisory Committee membership criteria. In March 2001, the Board approved amendments to the membership criteria. As amended, the Advisory Committee consists of 11 members: 4 Consumers aged 60 or older, 2 Consumers aged under 60, and one member from each Supervisorial District. The Internal Operations Committee reviews nominations to the Consumer seats on the Advisory Committee. At its July 7 meeting, the Internal Operations Committee reviewed and approved the Advisory Committee's nomination to re-appoint Ms. Crafty. Cathy Cratty, Consumer Under 60 — Seat 1 Representative for the Public Authority Ad- visory Committee, is requesting reappointment of another term. Her current term ex- pired March 2008, and if reappointed her new term would expire March 2012. Cathy has been an active Public Authority Advisory Committee member for many years and serves her roll well. She has been an advocate for seniors and persons with dis- abilities for many years and has given the agency invaluable advice on IHSS program policies and procedures. Outreach: The Public Authority Advisory Committee has announced the Advisory Committee va- cancy to all IHSS units and senior centers in East, Central and West County. The Public Authority Registry Specialists and Senior Benefit Clerks have scanned files for potential applications. Announcements are also made at monthly training events for consumers and providers. Announcements regarding Advisory Committee vacancies are included in every issue of the Advisory Committee's newsletter, Living Independently. The newsletter is delivered quarterly to over 6,000 consumers and 6,600 providers in Contra Costa County. Presentations to announce the vacancy have been made to the East, Central and West County Senior Coalitions and the Area Agency on Aging Advisory Committee. F Thursday, April 17, 2008 John Cotrell, Executive Director Contra Costa County Public Authority, Dear Mr. Cotrell, My name is Catherine Cratty and I have had the privilege of being on the Contra Costa County Public Authority Advisory Committee since 2002. I have enjoyed learning from and working with the other members. I feel that we have accomplished quiet a lot so far. We have done many provider trainings, we have been involved in health fairs, we have attended statewide conferences including, "Empowering California's IHSS Advisory committees through communication and Education". Beginning in November 2007 our newsletter "Living Independently" was published which reaches about 6,000 IHSS consumers.We are starting our criminal background checks so that our consumers can feel more secure in their own homes. This year we have also seen our rapid response program become very successful. We have begun to solve some of our payroll problems with new machines that will allow our providers to be paid more quickly. We have also begun a Direct Deposit system which will shorten the wait time for their checks. I am requesting that 1 be allowed to continue to be on the board and work to solve many of the challenges faced by our consumers.
