(88% Highway Bridge Rehabilitation and Replacement Program Funds and 12% Local Road Funds) (District V) [CDD-CP# 03-36] Project No.: 0662-6R4043 DATE: July 22, 2008 PAGE: 2 of.2 FISCAL IMPACT: The estimated project cost is $12 million funded by Highway Bridge Rehabilitation and Replacement Program Funds (88%) and Local Road Funds (12%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Bethel Island Bridge Replacement Project Mitigated Negative Declaration (MND) and Addendum #1 to the MND evaluated the proposed project which consists of replacement of an existing aging wooden bridge with a new concrete structure according to current design standards. As a result of the complexity of the bridge replacement project design and construction logistics, several minor technical changes to the project have been determined to be necessary during detailed project design. These minor technical changes include: installation of temporary and permanent steel sheet piling at the northern abutment, removal of portions of the existing northern abutment, and armoring the face of the new northern abutment and footing with rock slope protection. Work on the southern abutment will require placement of rock slope protection in a manner different than previously analyzed in MND Addendum #1. In addition, based on community interest, decorative/safety lighting and pedestrian overlooks will be added to the bridge design. The previously adopted Mitigated Negative Declaration, Addendum #1 and Addendum #2 are attached. CONSEOUENCES OF NEGATIVE ACTION: Delay in approving the addendum will result in a delay of the Department's ability to move forward with construction and may jeopardize funding. ADDENDUM #2 to the MITIGATED NEGATIVE DECLARATION for the Bethel Island Bridge Replacement Project SCH# 2003082087 Project# 0662-6R4043 CP# 03-36 PREFACE The Bethel Island Bridge Replacement Project Mitigated Negative Declaration (MND)evaluated the proposed project which consists of replacement of the'existing aging wooden bridge with a new concrete structure according to current design standards. The project consists of constructing a new approximately 860-foot long, 50-foot wide bridge with two 12-foot lanes, a 12-foot left turn lane at the south end,two 5-foot shoulders,two:5-foot sidewalks and barrier railings. Based on the increased length of the bridge, the, project also includes constructing a raised access road between the bridge approach and the levee on the southeast side of the bridge. The Contra Costa Community Development Department(CDD)is the Lead Agency for the project. On November 5, 2003, the Board of Supervisors (Board) approved. the project and filed a Notice of Determination (NOD)with the County Clerk. On February 15, 2006 an Addendum to the MND was approved by the Board'and an NOD was filed with the County Clerk. This document serves as a 2nd Addendum to the Bethel Island Bridge Replacement Project Mitigated Negative Declaration (CP#' 03-36; SCH# 2003082087). The MND for the project consists of the original MND (dated July 1, 2003 and filed on November 5, 2003), the first MND Addendum (dated February 14,, 2006 and filed on February 15, 2006) and this Addendum. CEQA PROCESS The California Environmental Quality Act- (CEQA) stipulates that an Addendum (CEQA Guidelines Section 15164) to a previously adopted MND may be prepared if only minor technical changes are necessary and none of the conditions described in CEQA Guidelines Section,15162 have occurred: 1. The environmental impacts are discussed in "Environmental Initial Study: Bethel Island Bridge Replacement:Project, dated July 1, 2003 (attached)and filed on November 5, 2003 as well as the 1St Addendum to the MND dated February 14, 2006 and filed on February 15, 2006. The changes.below pertain to the document,referenced above.. 1. Installation'of Bridge.Lighting and Pedestrian Overlooks. Lighting will be installed along the length of the bridge and on the bridge'.approach roads. Twenty six street lights will be installed on the bridge. The proposal for lighting on the bridge received strong community.support at Bethel11sland Town Hall Meetings. While.the lights will provide.for pedestrian-and,motorist safety, they will also. be decorative and.will enhance the aesthetics of the bridge. The lights will be consistent.with the style of lighting already installed at the nearby Bethel Park and 500 unit development. The.bridge is located in an area that is.largely commercial.in nature; therefore] the lights will not create a significant source of nighttime glare. The lights have been annexed into County.Service Area L-100 for operation and maintenance. ,In addition to decorative. lighting,the bridge design will also include pedestrian overlooks. The overlooks will be located atmidspan of the bridge and will be constructed by flaring out the sidewalks-from 5' to 10' in width, The .overlooks will provide. an opportunity for pedesttlians to view the Bethel Island/Dutch Slough area from the bridge in:a location that is isolated from vehicular traffic. The,addition of the overlooks to the bridge design will not modify the appearance of the bridge significantly. 2. Installation, of Temporary Work Trestle Pilings Page 14, 2"d Paragraph (Biological Resources): Between approximately 75 and.100 temporary piles will be driven in. Dutch Slough in order to create a work trestle that will allow construction of a work platform from which portions of the new bridge will be constructed. These temporary piles are strong, but have very limited volume based on their shape (either H-beam or hollow pipe shells). Based on their very limited volume, the temporary piles displace very.small amounts of bed material as they are driven and, therefore, sedimentation is very G:IEngSvcIENVIRO\TransEnglBethel Island Bridge\CEQA\Neg Dec Addendum#2.doc 3 Page 23, 3`d Paragraph (Hydrology and Water Quality): In order to allow for construction of the new northern abutment, temporary sheet piles.will be driven into the:slough in three stages (as the work on the abutment progresses).`The sheet piles will isolate the work area from the slough zone and allow the area to .be dewatered to create a"dry work area for.abutment construction. The sheet piles that will be installed are narrow plates of steel that will be driven by press-in method, which creates less vibration and pounding than traditional pile driving. The sheet piles are shallow in depth and will be installed over a short distance. Based on the shallow depth, short installation distance,and low vibration press- in method, impacts associated with the sheet pile driving are expected to be negligible: .The sheet piles will be removed by burning them off at the mudline. Because work on the northern abutment will `occur over two construction seasons, there-is the.potential for a sizeable storm occurring during thewinter .months between the construction seasons. The sheet piling will provide 1:00 year flood protection of the northern levee throughout the entire construction.period. Any turbidity.; generated as. a result of the sheet piling installation will be monitored in.accordance.With existing permit limitations. No new water quality impacts are expected as a result of this sheet piling installation. 1: Existing Abutment Work Page 1.4, 2nd Paragraph,(Biology): At the northern end of the bridge,the existing northern abutment will be removed and the.footing for the new abutment will be. excavated.. Twenty 14" diameter. piles will r be driven to depth and then a reinforced concrete footing;will be installed over the piles. Once the footing has been installed, the concrete..abutment will be poured above the footing. All of this work will occur entirely within the dewatered area behind the sheet pile cofferdam wall and will therefore have a negligible impact on biological resources. Prior to dismantling of the dewatering system,the concrete abutment will.either be allowed to cure fora full 30 days or a concrete sealant will.be used to coat the.abutment. These measures will ensure no. deleterious effects to biological resources occur due to uncured concrete coming in contact.with the slough waters.. Page 23, 4th Paragraph (Hydr'ology and Water;Quality): At the northern end of the bridge the existing northern abutment will be removed and the footing for the new abutment,will.be excavated: All of this work will occur entirely within.the dewatered area behind the sheet pile cofferdam wall.and will therefore have no impact on the water quality of the slough. The concrete abutment will either be allowed to cure for a full 30;days or a concrete sealant will be. used to coat the abutment before-the dewatering systern is'.dismantled.. A floating silt curtain (weighted at the'bottom).will be installed around the rock placement zone to ensure any fines released by placement of.the rock will settle in the work zone'rather than'spreading4hrough the slough. As with all other in-water work activities, turbidity will be monitored in accordance with existing permit conditions. In order to mitigate-for the.0.015 acre. of fill at the southern due to the placement of riprap below the mean high tide line of Dutch Slough,the County will purchase mitigation credits at the North Suisun Mitigation Bank (the U.S. Army.Corps of Engineers has already agreed to the purchase of credits at this'mitigation bank for impacts due to the project on U.S.Army Corps of Engineers jurisdiction). None .of 'the conditions calling for the preparation of a subsequent or supplemental EIR have occurred (see items 1 c - e above). Therefore, it is appropriate to adopt;this Addendum to the MND to make the minor technical changes and additions discussed in this document (CEQA Guidelines 15164). This Addendum shall be considered along with the MND and Addendum #1 prior to the Board making a decision on the minor technical changes or additions. to the project, and in considering these changes or additions, the Board is considering the identical or substantially similar underlying project. The findings are supported by substantial evidence in the administrative record and are based on the MND for the Bethel Island Bridge Replacement Project,which was subject to public review. In accordance with CEQA Guidelines Section 15164(d),:the County Board of Supervisors shall consider this Addendum along with the MND (including Addendum #1) prior to making a decision on the project. According to CEQA Guidelines Section 15164(c) an Addendum does not require circulation for public review but can be included in or attached to the MND. As noted in the Preface, this Addendum is attached to the MND for the Bethel Island Bridge Replacement Project (CP# 03-36; SCH# 2003082087). Road Detours Page 1, end of the 2nd Paragraph (Project Descri Ai on): In order to accommodate local traffic during construction of the permanent Bethel Island Road ,—.Wells Road intersection,.a temporary Wells Road detour will be constructed to allow traffic to travel `around th'e roadwork. The Wells Road. detour will be approximately 1,000 feet long and 20 feef.Mide and will be' paved to ensure adequate access. The detour will be located on APN 032-112=004, but it will be constructed as close.to the-intersection of Wells Road and Bethel Island Road as possible to minimize. the detour road's footprint on the'underlying parcel" This temporary Wells Road detour will be removed pHor to completion of,the project and the underlying area will be returned to its original condition (level grassland). In addition to the Wells Road detour, in order to accommodate traffic on Bethel Island Road while the southern bridge abutment is being constructed, a temporary detour road will also be constructed.along the west side of Bethel Island Road. The temporary Bethel Island Road detour will be 26 feet wide and 850 feet long and will be paved. The detour roadwill .be constructed on APNs 032-330-010, 032-330-027 and 032-130-022: The detour road will be constructed immediately adjacent .to Bethel Island Road to minimize the detour road's footprint on the underlying parcels.
