SUBJECT: Accept Contributions to County Home Delivered Meals (Meals on Whee s) Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATIONN:
ACCEPT contributions totaling of$423,490 on behalf of the County Senior Nutrition (Meals on Whls),
from Meals on Wheels of Contra Costa, Inc to reimburse the county for meals, delivery and related costs.
FISCAL IMPACT:
This contribution partially subsidizes approximately 108,200 nutritious daily meals delivered to 576
additional homebound elders at their residences during the past three calendar quarters through June 30,
2008, through the countywide Meals on Wheels Program administered by the Public Health Division of
Contra Costa Health Services Program. Voluntary Meals on Wheels participant contributions provide
financial leverage that allows one additional meal to be delivered for each $4.00 received in private sector
contributions or grants.
BACKGROUND/.REASON(S)FOR RECOMMENDATION(S):
Meals on Wheels of Contra Costa, Inc. is a charitable nonprofit coalition of public and private nonprofit
organizations, founded in 1990 by two County managers, from the Health Services and Employment and
Human Services Departments, to develop on-going and stable private sector funding for Meals on Wheels
services delivered to homebound elders in our county, bridging the gap between stagnant government
funding for program services, and the ever increasing demands for services for homebound eiders, who
account for 98%of all Meals on Wheels deliveries in Contra Costa County.
With this contribution, Meals on Wheels of Contra Costa, Inc. has donated a total of $2,521,640 to the
program since 1990, to subsidize approximately 1,250,100 daily meals delivered to the residences of
homebound elders throughout Contra Costa County.

Meals on Wheels
Meals on Wheels of Contra Costa, Inc., is the only organization that raises funds specifically to provide
meals for homebound elders served by the countywide Meals on Wheels Program. Organizations represented
on the Meals on Wheels of Contra Costa, Inc. Board of Directors include: the Aging and Adult Services
Bureau of the Employment & Human Services Department; the County Senior Nutrition Program in Health
Services-Public Health); the County Advisory Council on Aging; the Senior Nutrition Program Advisory
Council; West County Meals on Wheels, Inc; Meals on Wheels\Senior Outreach Services Inc.; and, the Shell
Oil Martinez Refinery; in addition to community members at large.
The County Meals on Wheels Program currently delivers 1,189 daily meals to the residences of homebound
elders via a network of 70 delivery routes staffed almost entirely by volunteer drivers. Service delivery is
coordinated regionally in much of the county through contracts with three private non-profit community-
based agencies, including West County Meals on Wheels, Meals on Wheels. Senior Outreach Services and
Public Health Foundation Enterprises. The County Health Services-Public Health Division procures and
monitors all program meals, and provides program direction and monitoring countywide.
