Contra FROM: William Walker,M.D.,Health Services Director _ Costa DATE: July 10, 2008 °� W County SUBJECT: Accept Contributions to County Home Delivered Meals(Meals on Wheels)Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION PF RECOMMENDATION(S): Uf 44000 ACCEPT contributions of up to $850,000 during fiscal year 2008-09 (July 12008 —June 30, 2009) on behalf of the County Senior Nutrition (Meals on Wheels), from Meals on Wheels of Contra Costa, Inc to reimburse the county for daily meals, delivery and related costs, and;for emergency meals provided to Meals on Wheels participants. FISCAL IMPACT: These contributions will subsidize approximately 200,006 nutritious daily meals delivered to 800 additional homebound elders at their residences, and 15,000 emergency meals during FY 2008-09, through the countywide Meals on Wheels Program, administered by.the Public Health Division of Contra Costa Health Services Program. Voluntary Meals on Wheels participant contributions provide financial leverage that allows one additional meal to be delivered for each $4.00 received in private sector contributions or grants. BACKGROUND/REASON(S) FOR RECOMMENDATIONN: Meals on Wheels of Contra Costa, Inc. is a charitable nonprofit coalition of public and private nonprofit organizations, founded in 1990 by two County managers, from the Health Services and Employment and Human Services Departments, to develop an on-going stable private funding source for Meals on Wheels services in our county. Thus bridging the gap between available government program services funding, and the growing homebound elderly population'in Contra Costa County who need Meals on Wheels. With these contributions, Meals on Wheels of Contra Costa, Inc. will have donated a total of$3,425,400 to the program since 1990, to subsidize approximately 1,450,100 daily meals and 29,800 emergency meals delivered to the residences of homebound elders throughout.Contra Costa Cou y. Board Order Page 2 Meals on Wheels Meals on Wheels of Contra Costa, Inc., is the only organization that raises funds specifically to provide meals for homebound elders served by the. countywide Meals on Wheels Program which account for over 98%of all Meals on Wheels deliveries in Contra Costa County. Organizations represented on the Meals on Wheels of Contra Costa, Inc. Board of Directors include: the Aging and Adult Services Bureau of the Employment & Human Services Department; the County Senior Nutrition Program in Health Services-Public Health; the County Advisory Council on Aging; the Senior Nutrition Program Advisory Council; West County Meals on Wheels, Inc; Meals on Wheels\Senior Outreach Services Inc.; and,the Shell Oil Martinez Refinery; in addition to community members at large. The County Meals on Wheels Program currently delivers 1,189 daily meals to the residences of homebound elders via a network of 70 delivery routes staffed almost entirely by volunteer drivers. Service delivery is coordinated regionally in our county through contracts with three private non-profit community-based agencies, including West County Meals on Wheels,Meals on Whcels/Senior Outreach Services and Public Health Foundation Enterprises. The County Health Services-Public Health Division procures and monitors. all program meals, and provides program direction and monitoring countywide. I
