SUBJECT: APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order to
CodaOctopus Products, Inc. in the amount of$651,487.17 for the purchase of one Coda
Underwater Inspection System (UIS).

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order to CodaOctopus
Products, Inc. in the amount of$651,487.17 for the purchase of one Coda Underwater Inspection System (UIS)
for Sheriffs Infrastructure Protection Team under the U.S. Department of Homeland Security 2007
Infrastructure Protection Program— Port Security Grant (CFDA 97.056).
FINANCIAL. IMPACT:
No Net County Cost: 100% funded through the U.S. Department of Homeland Security 2007 Infrastructure
Protection Program— Port Security Grant.
BACKGROUND:
On September 11, 2007 (Item C99) the Board authorized the Sheriffs Office to apply for and accept the 2007
Port Security Grant. The U.S. Department of Homeland Security(DHS) awarded the 2007 Port Security Grant
to the Sheriff s Office to provide a combined security deterrence and response capability in the water, air and
land, in cooperation with the US Coast Guard, allied agencies and industry. A key element of the grant was the
funding of equipment to enhance security deterrence capabilities established with the 2006 Port Security Grant.
The 2007 grant specified the purchase of a Coda Underwater Inspection System to detect underwater
Improvised Explosive Devices (I.E.D.'s).
The purchase of the Coda U.I.S. will meet the specifications of the grant, will meet the grant goals, and will
provide a critical homeland security tool for the region. This equipment will provide the Infrastructure
Protection Team with the ability to locate underwater improvised explosive devices and enhance the security of
the critical infrastructure in the Bay and Delta region. In accordance with grant regulations and as part of the
grant application, the Office of the Sheriff obtained sole source purchase authority from the U.S. Department of
Homeland Security. CodaOctopus Products, Inc. is a U.S. General Services Administration vendor, the only
manufacturer of U.I.S. equipment and, thus, the Office of the Sheriff requests sole source purchasing authority
from the Board.
CONSEQUENCES OF NEGATIVE. ACTION:
Negative action on this request will require the Sheriffs Office to notify DHS that it cannot meet the
requirements of the farant.
