SUBJECT: APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Cogent
Systems Inc. to purchase seven (7) Mug-Shot systems in the amount of$124,509.00
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: to
APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Cogent Systems Inc. to
purchase seven (7) Mug-Shot Systems on behalf of the Office of the Sheriffs Forensic Services Crime
Laboratory and the Regional Access Network Board in the amount of$124,509.00
FINANCIAL IMPACT:
No County Fiscal Impact. All Cal-ld purchases are funded by the Regional Access Network Board. Cost is
$1224,509.00
REASONS FOR RECCOMMENDATION/BACKGROUND:
The Finn erprinting and Identification Unit of the Forensic Services Division is responsible for collecting and
archiving the photos and fingerprints of all persons fingerprinted in the county. The addition of the mugshot
cameras will allow photos of people being fingerprinted on existing Livescan machines to also have a photo
attached with their file. These photos can be archived and accessed by various agencies to help identify possible
suspects in crimes, or for reference.
"fele Cogent Mugshot application will provide interactive controls that enable the operator to easily capture the
required MLI?shot poses and capture images. The application supports the capture of primary front facial
photo and profile facial photo with or without glasses. The system ensures that each captured photo is coded
and a text description is entered. Mug photos will be entered in the booking process either at an integrated Live-
Scall/rnug photo workstation or at a staled-alone Booking,Workstation.
The camera systems are designed to work with the existing Livescan systems at various county locations.
Additionally, this purchase has been reviewed and approved by the Regional Access Network Board.
In accordance with Administrative Bulletin No. 611.0, County Departments are required to get Board approval
for single item purchases over $100,000. The County Administrator's Office has reviewed this request and
recommends approval.
