SUBJECT: AUTHORIZATION TO IMPLEMENT A PILOT PROGRAM FOR FEE-
FOR-SERVICE CHILDCARE

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to implement a one year pilot program for fee-for-service childcare
to begin services in Bay Point with possible expansion to other areas of the
County, at the prevailing childcare rates up to $35 per day per child not to
exceed a pilot program total of$50,000.
FISCAL IMPACT:
$50,000 Funds reflected in the Department's FY 2007-08 budget as miscellaneous non-
taxable revenue. No net County cost.

Fee for Service Childcare
CHILDREN'S IMPACT STATEMENT:
The pilot program will support three of the Contra Costa County's community outcomes,
1) "Children Ready for and Succeeding in School," 3) "Families that are Economically
Self-sufficient," and, 4) "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
EHSD, Community Services Bureau (CSB), has developed a fee-for-services pilot
program in an effort to meet the needs of families who do not qualify for Head Start or
Child Development programs due to a higher family income. This program will offer a
below-market rate fee for childcare services for families who show a need for care.
This will be a benefit to the numerous moderate income families whose household
income is over 75 percent of the median income yet they cannot afford to pay the cost
of the market rate for childcare. Our current waitlist shows that over 500 families out of
3,000 are over-income for our programs, but still need full-time childcare.
EHSD CSB is piloting the program in Bay Point in an effort to close the 594 slot gap of
demand for care versus the availability of care. The pilot is program expected to
generate about $50,000 this fiscal year from the operation of the fee-for-service
program. The funds will cover the cost of program operation through the payment of
staff salaries, rent, utilities and operating expenses.

On this day, the Board of Supervisors considered approving and authorizing the
Employment and Human Services Director, or designee, to implement a one-year pilot
program for fee-for-service child care to begin services in Bay Point with possible
expansion to other areas of the County, at the prevailing childcare rates of up to $35 per
day per child not to exceed a pilot program total of$50,000.
Employment and Human Services Director Joe Valentine introduced Community
Services Director Pat Stroh who introduced the item.
Supervisor Gioia said he appreciates the hard work of Community Services Department,
but hopes this can be expanded around the County.
Supervisor Bonilla suggested a referral to Family and Human Services Committee for a
follow-up on the progress of the pilot program.
Supervisor Uilkema requested Family and Human Services Committee to report to the
Board in six months on the progress of the pilot program, and to consider in their review
childcare for the County's employees.
Chair Piepho asked the public for their opinion and the following person spoke:
Roland Katz, Local 1 Business Agent said he would like to see an expansion of
child care throughout the County.
By an unanimous vote with Supervisor Glover absent, the following action was taken:
ACCEPTED recommendations on board order; and REQUESTED Family and Human
Services Committee to report to the Board in six months on the progress of the pilot
program, and to consider in their review childcare for the County's employees.
