SUBJECT: First 5 Contra Costa Children and Families Commission funding for a Home
Visitation Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute
a contract with First 5 Contra Costa Children and Families Commission to pay County an amount not
to exceed $547,000 to fund coordination and administration of a home visitation program for the
period of July 1, 2007 through June 30, 2008.

No County cost. County to receive $547,000 from First 5 Contra Costa Children and Families
Commission, Home Visiting Grant
CHILDREN'S IMPACT STATEMENT;
The funding for home visiting will support two of the five community outcomes established in the
Children's Report Card, 4) "Families that are Safe, Stable and Nurturing", 5) "Communities that are
Safe and Provide a High Quality of Life for Children and Families", by providing services for young
children to be healthy, ready to learn, and supported in safe, nurturing families and communities.

First 5 Contra Costa Children and Families Commission funding for a Home
Visitation Program
BACKGROUND:
The First 5 Contra Costa Children and Families Commission (Commission) has made funding
available for home visiting as part of their mission to foster optimal development of children zero to
five years of age. The home visiting strategy provides strengths-based home visitation services for
expectant parents and families with children birth to age three years. Services are for prenatal, first-
time and multiple risk families. 90 % of home visiting services funded by the Commission target
families living in neighborhoods in Bay Point, Pittsburg, Antioch, Concord, Richmond and San Pablo,
areas where teen birth rates are high and babies are born with low birth weights. The remaining 10%
focus on multiple risk factor families living outside the identified geographic areas.
EHSD provides administration and coordination for a home visitation program with prevention and
early intervention focus providing families with weekly home visitation services emphasizing infant
bonding and nurturing child development, health education and medical care, and information and
referral assistance for employment, housing, transportation and childcare. These services can
provide appreciable reductions in child abuse and neglect, and other health and education concerns.
