SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : ADOPT Position Adjustment Resolution No. 20353A to amend
Position Adjustment Resolution No. 20353, which originally requested to reclassify two
Family& Children's Services (FACS) Senior Clerk-Project positions (represented) and
incumbents to Clerk-Specialist Level (repl`esented); and add one Network Analyst I position
(unrepresented) in the Employment& Human Services Department (CSB) as recommended
by the Human Resources Director.
Resolution No. 20353A requests to correct this action by transitioning the two FACS Senior
Clerks—Project to the Merit System classification of Clerk—Senior Level (JWXC).
FISCAL IMPACT : These actions result in a cost savings of$61,008 for the Community
Services Bureau. This is due to the cost savings from the elimination of the 3 FACS Early
Childhood Home Educator positions. Because positions in Community Services are 100% state
and federally funded, there are no net County general fund costs associated with these actions.
• BACKGROUND : On August 7, 2007, the Board of Supervisors approved Position
Adjustment Resolution No. 20353 to reclassify the FACS Senior Clerks— Project t07—

Specialist Level. However, in order to move the project employees into the Merit System,
they must be transitioned into the Merit System classified position which, in effect, mirrors
the project positions they currently occupy. Therefore, the incumbents cannot be
reclassified to Clerk-Specialist Level, as was the original request. Instead, the incumbents
must be transitioned into the Merit System classification of Clerk-Senior Level, which is the
essential Merit System equivalent to the FACS Senior Clerk-Project classification.
RESULT OF NEGATIVE ACTION : If this action is not approved, Human Resources will
be unable to correctly and appropriately transition the project incumbents into equivalent
Merit System classifications, as these circumstances dictate. Moreover, the current FACS
Senior Clerks will continue to perform duties more appropriately assigned to a Clerk-Senior
Level, which could result in potential labor issues being raised.
