SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the City of Richmond, in an amount not to exceed $129,600 to provide Transitional Housing Assistance for Emancipated Youth for the period September 1, 2007 through June 30, 2008. This is accomplished through providing safe housing and support to assist youth while transitioning from foster care to independent living. BACKGROUND: The City of Richmond will provide Transitional Housing Program — Plus support services to emancipated foster youth up to age 24 who have been referred by the Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP — Plus funds to counties who were interested in providing transitional housing services to emancipating foster youth. The State THP — Plus program funding provides for 100% cost reimbursement for providing transitional housing services. (#19-352-0)
